HomeMy WebLinkAbout _ 4.2(a)--Notice of Intent to Apply for CDBG MIT PPS Grant Funding � � �' � � � � � � ' � �' � � ' � ` CITY OF REDDING REPORT TO THE CITY COUNCIL MEETING DATE: July 16, 2024 FROM: Steve Bade, Assistant City ITElVI NO. 4.2(a) Manager ***APPROVED BY*** t��� , s° �r 7,79I�C�?4 te�r� ;� � �:r 7,'l Q'?C}? sbade@cityofredding.org btippin@cityofredding.org SUBJECT: 4.2(a)--Notice of Intent to Apply for State of California Housing and Community Development - Community Development Block Grant Mitigation Planning and Public Services Pro ram Funding Recommendation Authorize and approve the following actions: (1) Adopt Resolution authorizing the City Manager, or designee, to submit three State of California Department of Housing and Community Development, Community Development Block Grant Mitigation Planning and Public Services Program grant applications in an aggregate amount not to exceed $2,650,000; and if awarded, execute the Agreement, any amendments and associated documents to complete the due diligence process, and allocate the grant funding; (2) Find that applying for grant funding is not considered a project under the California Environmental Quality Act; and (3) Find that applying for grant funding is exempt from review under the National Environmental Policy Act under Title 24 CFR 58.34(a)(3). Fiscal Impact Community Development Block Grant (CDBG) Mitigation (MIT) Planning and Public Services (PPS) grant funds require no match obligation. City of Redding (City) staff time coordinating resulting projects will be paid through the grants as activity delivery - up to 20 percent of the award. The MIT-PPS Program grant request will be in an amount not to exceed $2.65 million. There is no impact to the General Fund. Alte�native Action The City Council could decline to adopt the resolution of the CDBG MIT-PPS Program and staff would not apply for the grant opportunity. Report to Redding City Council Ju1y 10,2024 Re: 4.2(a)--Notice of Intent to Apply for CDBG MIT PPS Grant Funding Page 2 Background/Analysis The State of California Housing and Community Development is committed to helping communities recover after disasters by administering special federal funds for mitigation purposes. MTT-PPS Program funds are available to assist eligible local jurisdictions with mitigation-related planning and public services needs to support risk reduction from wildfire, flooding, and earthquake hazards. MIT-PPS funds may be used to create projects that address risks to community lifelines that support human health and safety and provide mitigation for individual and community-based systems. Staff proposes to apply for up to $2.65 million, and if awarded, complete two mitigation planning activities designed to ]essen the future risk of wildfire and flooding and partner with multiple City departments to develop a community outreach program to educate the public on the City's Community Wildfire Protection Plan. Envi�^onmental Review Applying for grant funding is not considered a project under the California Environmental Quality Act (CEQA). Any project that is developed will be reviewed for CEQA compliance once the details are known. Under the National Environmental Policy Act, administrative and management activities such as applying for grant funding are considered exempt activities and no further action is required. Public Services, Pfanning) Dallar Arnount Being Requested for the' ' Ac#ivit Public Services�� �� $ 1,500,000 Planning $ 1,150,000 Section 2• The City Council acknowledges compliance with all state and federal public participation requirements in the development of its application(s). Section 3: The City Council hereby authorizes and directs the City Manager, or designee,to execute and deliver all applications and act on the City's behalf in a11 matters pertaining to all such applications. Section 4: If an application is approved, the City Manager, or designee, is authorized to enter into, execute and deliver the grant agreement (i.e., Standard Agreement) and any and all subsequent amendments thereto with the State of California for the purposes of the grant. Section 5• If an application is approved, the City Manager, ar designee, is authorized to sign and submit Funds Requests and all required reporting forms and other documentation as may be required by the State of California from time to time in connection with the grant.
