Recommendation Authorize the following relative to the Youth Community Access Grant Program administered through the California Natural Resources Agency: (1) Adopt Resolution approving the City of Redding as an applicant for the Youth Community Access Grant Program; and (2) Authorize the City Manager, or designee, to execute all documents necessary to apply for the grant, Fiscal Impact The grant application requests up to $500,000 for the FIND Yaur Path program, a six-month educational series for under-resourced youth. FIND is defined as F — figure out the problem, I— identify solutions, N� — name pros and cons to each solution, and D — decide and take action. If awarded, the grant wi11 provide funding for all direct programming costs, such as staffing, transportation, materials, and supplies. No matching funds are required for the program and there will be no impact to the General Fund. Alte�natzve Action The City Council could decline to apply for the grant opporiunity through the Youth Community Access Grant Program, or provide staff with alternate direction. Backg�ound/Analysis California voters passed the Control, Regulate, and Tax Adult Use of Marijuana Act(Proposition 64) on November 8, 2016. Proposition 64 created the Youth Education, Prevention, Ear1y Intervention and Treatment Account, whereby the State Controller deposits 60 percent of the marijuana tax for programs that emphasize accurate education, effective prevention, early intervention, school retention, and timely treatment services for youth, their families and Report to Redding City Council Ju1y 30,2024 Re: 4.6(a)--ApproveApplication for Youth CommunityAccess Grant Page 2 caregivers. Following the passage of Proposition 68, the "California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018," the Youth Community Access Grant Program allotted approximately $18 million towards projects that support youth access to natural or cultura] resources with a focus on low-income and disadvantaged communities. Targeted efforts for this funding include community education and recreational amenities that support youth substance use prevention and early intervention. Requested grant funds will cover the direct costs, including labor, transportation, and materials for the FIND Your Path program, a staff-created program designed to help under-privileged youth to understand their relationship to, and impact on, the eultural and natural resources in our region. Participants will gain knowledge and experiences that should cultivate a spirit of environmental stewardship and encourage active conservation. Participants will select and plan excursions to visit local natural or cultural resources. Then, using a science-based curriculum, participants will study their local environment, lend a hand in conservation projects, engage with land management officials, and explore careers in conservation. If funded, the program will address the needs of disadvantaged and severely disadvantaged communities and promote community well-being. These efforts can help build strong neighborhoods which are vital to creating thriving, healthy, resilient, and equitable places to live and grow. The program will serve 30 youth, ages 12 to 16 who are currently in foster care, involved in the juvenile justice system, or residents of disadvantaged census tracts identified through the State's Community Fact Finder mapping too1. Overall, staff believes the program will provide iinportant life experiences to Shasta County youth. Environmental Review This is not a project defined under the California Environmen�al Quality Act, and no further action is required. Attachments ^Resolution RESOLUTION NO. 2024- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE I'OUTH COMMUNITY ACCESS GRANT PROGRAM WHEREAS, the Legislature and Governor of the State of California have provided funds for the program shown above; and WHEREAS, the California Natural Resources Agency has been delegated the responsibility for the administration of this grant program, establishing necessary procedures; and WHEREAS, said procedures established by the California Natural Resources Agency require a resolution certifying the approval of application(s) by the Applicant's governing board before subinission of said application(s) to the State; and WHEREAS, the Applicant, if selected, will enter into an agreement with the State of California to carry out the project; NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF REDDING HEREBI': l. Approves the filing of an application for the Youth Community Access Grant; 2. Certifies that Applicant understands the assurances and certification in the application package; 3. Certifies that Applicant or title holder will have enough funds to operate and maintain the project consistent with the grant guideline requirements or wi11 secure the resources to do so; 4. Certifies that it will comply with all provisions of Section 1771.5 of the California Labor Code; 5. If applicable, certifies that the project will comply with any laws and regulations including, but not limited to,the California Environmental Quality Act(CEQA),legal reg�uirements for building codes, health and safety codes, and disabled access laws, and that prior to commencement of construction all applicable permits wi11 have been obtained; and 6. Appoints the City Manager, or designee, as agent to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, payment requests and so on, which may be necessary for the completion of the aforementioned project(s).
