Fiscal Impact Project costs associated with Request for Proposals (RF'P) No. 5289 were previously approved under the 29th Amendment to the City of Redding (City) Budget Resolution 2021-078, adopted on March 1, 2022. This amendment allocated $600,000 for engineering and design services for the construction of a new substation located in the Stillwater Business Park. While additional engineering and design services will be required to complete the substation, no additional funding is being reQuested at this time, as the necessary funds are already included in the project budget. Alternative Action The City Council (Council) could chaase not to increase the contract amount and provide alternative direction to staff. Report to Redding City Council Ju1y 30,2024 Re: 4.5(d)--Second Amendment for Increasea'Budget for New Substation Design Page 2 Background/flnalysis On March l, 2022, Council approved the 29th Amendment to City Budget Resolution No. 2021- 78, allocating a total of $600,000 for engineering and design services in preparation for the future construction of a new substation in east Redding at the Stillwater Business Park. On December 6, 2022, Council awarded Request for Proposals No. 5289 to Ulteig Engineers, Inc. for $341,900 to provide engineering services for design of the new substation. On September 27, 2023, the First Amendment of C-9649 extended the contract through June 30, 2024. On February 15, 2024, Ulteig submitted a Change Order requesting $29,100 to redesign the access road and include the necessary documents for a Public �Vorks Bid Package. The original road design was deemed unfeasible due to the size, shape, and topography of the lot, necessitating a new road design on the adjacent Parcel 16. A property line adjustment for Parcel 16 in the Stillwater Business Park will be required to design a safe access road. The City's Public Works Department wi11 present the property line adjustment proposal to Council at a future date. Environmental Review This is not a project defined under California Environmental Quality Act, and no further action is required. (1) Approve the Consulting and Professional Services Contract with Ulteig Engineers, Ine., in the amount of$341,900 for engineering services to design a new 115/12kV substation; and (2) Authorize the City Manager, or designee, to execute all agreements or documents required to complete the stated scope of work. Fiscal Impact Costs associated with Request for Proposals No. 5289 (RFP) have been previously authorized by the 29t1'Amendment to the City Budget Resolution 2021-0�8, as approved and adopted on March 1, 2022. This amendment appropriated $600,000 for engineering and design services to build a new substation in East Redding. While additional engineering and design services will be required to coinplete the new substation, the additional costs will not exceed the $600,000 appropriated amount. Alternative Action The City Council (Council) could reject the request to award the RFP to Ulteig Engineers, Inc., (Ulteig) and provide staff with an alternative direction. Background/Analysis Per established engineering standards, the City of Redding (City) wi]1 need to add a substation to maintain service reliability as growth adds new electrical loads. As an additional benefit, the new substation will provide a secondary feed to the City's Stillwater Waste Water Treatment Plant, thereby increasing the electric reliability at the treatment plant. The initial cost estimate for this substation is $6.5 to $7 million. Page 2 On March 1, 2022, the Council approved the 29th Amendment to the City Budget Resolution No. 2021-78, appropriating $600,000 for engineering and design services to build a new substation in East Redding. On April 20, 2022, the City's Purchasing Department posted a nationwide RFP (Schedule 5289). On June 3, 2022,the Purchasing Department received five proposals. The respondents were: NEI Electric Power Engineering, Burns &McDonnell, Ulteig, Mangan Inc., and Electrical Consulting Inc. A panel of five subject matter experts independently evaluated each proposal per the City`s Purchasing Policy. On July 20, 2022, the City invited three respondents to virtual selection interviews.Using this process,the review panel identified Ulteig as the highest-scoring candidate. Upon completion of this project in June 2023, the consultant will deliver a set of construction documents that the City can utilize as part of a future substation construction bid package. At that time, staff will develop recommendations far the next steps based on updated load growth forecasts, dis�ribution system capacity, equipment lead times, and many other factors. Staff delayed the original estimated timeline for this project due to unstable economic conditions and will return to the Council with an updated recommendation for any future actions related to project construction. Environmental Review On April 18, 2006, with recommendation from the Planning Commission, the Council adopted Resolution N�o. 2006-058 to certify and approve the Stillwater Business Park Final Environmental Impact Report (FEIR), adopt the Mitigation and Monitoring Program, make Findings of Significant Effects and approve a Statement of Overriding Considerations pursuant to the California Environmental Quality Act (CEQA), and adopt the Final Environmental Impact Statement(FEIS) and prepare a Record of Decision pursuant to the National Environmental Policy Act (NEPA). The development of a new substation was included in the Stillwater Business Park FEIR-FEIS, and all potential environmental impacts were evaluated. Approval of the Consulting and Professional Services Agreement is not a project as defined under the CEQA, and no further action is required at this time.
