Recommendation Accept report and provide directian regarding potential updates to the Redding Municipal Code and Redding Police Department Policies concerning camping on City of Redding property. Fiscal Impact This item will not likely have any impact on the General Fund. Alternative Action The City Council (Council) could choose to not accept the report nor provide direction to staff. Backgrou n d/f1 n alysis In J�une 2024, the United States Supreme Court overturned a lower court ruling that a Crrants Pass, Oregon ordinance violated the constitution. This ruling effectively also overturned a 2019 ruling involving the City of Boise Idaho which, at the time, required the City of Redding (City} to modify its Ordinance and Redding Police Department(RPD) Policies. Considering the Supreme Court decision, the intent of this item is for the City Council to receive presentations from the City Attorney and Police Chief on current encampment practices and potential changes that could be considered to the Redding Municipal Code and RPD Policies. It is important to note that regardless of any recent changes in law, the City wi11 still place a priority on helping those in our community living without shelter through the many grants we have received and the programs we have implemented.
