Fiscal Impact If the City of Redding (City) is successful in obtaining Shasta Regional Transportation Agency (SRTA) Carbon Reduction Program (CRP) grant funds, it would receive up to $995,265 with a required minimum local match of 11.47 percent. Local match funds will consist of Publie Works - Streets Funding. If the City is awarded grant funds, staff will present the award and lnatch proposal to the City Council (Council) for consideration at a later date. The entire project cost far this corridor is estimated at approximately $1.5 million, If the City receives and accepts funding, the remaining amount needed for the project wi11 be provided out of the streets budget. Alternative Action The Council could decline to authorize the CRP application and the City would miss the opportunity to receive grant funding for projects which do not have adequate streets funds to complete construction. Backg�ound/Analysis The SRTA CRP is a competitive program created under the Federal Infrastructure Investment and Jobs Act of 2021 and aims to reduce transportation carbon dioxide emissions from on-road sources. The program is funded by an allocation of $6.4 billion dollars then distributed by formula to state departments of transportation and metropolitan planning organizations between 2022 through 2026. In Fiscal Years 2024, 2025 and 2026, SRTA received CRP funding totaling Report to Redding City Council August 15,2024 Re: 4.12(f)--GrantApplication - Carbon Reduction Program Page2 $995,265 and offers awards to eligible applicants. The program goal is to select projects that support tl�e reduction of transpartation emissions with new bicycle and pedestrian facilities, rail and transit, zero-emissions vehicles and infrastructure as well as conversions of existing lanes to price managed lanes. At its regular meeting on December 17, 2019, Council authorized the Nlayor to execute a Consultant and Professional Services Contract with TJKM Transportation Consultants (TJKM) to provide engineering services for the creation of the Park Marina Corridor Plan. Staff has worked with TJKM to complete all necessary tasks, but the project was placed on hold as the Riverfront Specific P1an was initially developed. Staff has now determined that the short-term plan to repave the corridor will not conflict with the long-term Specific Plan goals. Staff intends to bring the corridor plan to Council for adoption in the coming months. The corridor plan. identified projects to accomplish the movement of vehicular, pedestrian and bicycle related traffic within the existing Park Marina Drive paved section. SRTA recently sent out for the caIl for projects on Ju1y 31, 2024, that reguired the grant applications by August 23, 2024. Staff recognized this as an immediate opportunity for multi-year funding to help prepare for the upcoming needs along this corridor. The City seeks $995,265, but would accept a lessor amount to complete the design and partially fund construction for a new project located along the Park Marina corridor as identified in the Park Marina Corridor Plan. The project is on Park Marina Drive, and would extend from the Park Marina overpass over State Route 44 to the Cypress Bridge overpass. This area is a priority for repaving, and the project would facilitate much needed improvements to the bike and pedestrian facilities along the Sacramento River. The bike lanes would likely be combined on the river side of the roadway in the form of a two-way cycle track, and be separated from traffic by a painted buffer zone with flexible delineator style bollards. The requested funding would provide pedestrians with new crosswalks over Park Marina Drive, where currently few exist, and add the additional bike facilities along the entire corridor. �nvironmental Review This action is not a project as defined by the California Environmental Quality Act, and no further action is required. Recommendation Authorize the following relative to Request for Proposal No. 5091, to provide engineering services for the creation of the Park Marina Drive Corridor Plan: (1) Award to TJKM Transportation Consultants (TJKM) in an amount not to exceed $199,743.31. (2) Authorize staff to negotiate a Consulting and Professional Services Contract with TJKM; (3) Authorize the Mayor to execute the contract; (4) Authorize the City Manager to approve contract amendments up to $25,000; and (5) Adopt Resolution approving and adopting the 19th Amendment to City Budget Resolution No. 2019-050 to accept the grant funds and appropriate $190,000 for the proj ect. Fiscal Impact The total project cost is estimated to be $200,000. A Shasta Regional Transportation Agency (SRTA) planning grant will fund $190,000. The remaining $10,000 and any contingency amount will be funded with currently appropriated Streets funds. Alternative Action The City Council (Council) may choose not to award the contract for the purpose of preparing a corridor study for Park Marina Drive. The corridor study would not be created and $190,000 of planning grant funds would not be utilized. Background/Analysis On September 30, 2019, the Council authorized staff to request planning grant funds from SRTA Report to Redding City Council December 12, 2019 Re: 4,11(f�--Award Request for Proposals No. 5091 Park Marina Plan Page 2 for the purpose of preparing a corridor study for Park Marina Drive (see attached staff report). On October 25, 2019, a formal Request for Proposals (RFP) Schedule No. 5091, outlining the specific scope of services, was sent to multiple firms and posted on the City of Redding's (City) Purchasing Division website. A proposal selection panel was formed with five members from the City's Engineering and Planning divisions , one person from the California Department of Transportation (Caltrans), and one person from SRTA. Two proposals were received, and based on the proposal review, the panel ranked the firins as follows: Rank Firm 1 TJKM Trans ortation Consultants 2 GHD Proposals were evaluated based on the consultants' understanding of the scope of work, ability to meet the proposed sched�ule, dedication to maintaining the project budget, experience and qualifications of the proposed staff and sub-consultants, ability to work with City staff, team experience with similar types of projects, and commitment to the project. Applying the criteria to the proposals, it is the opinion of the selection panel that TJKM is the most qualified team to provide the required services. Following ranking of the proposals, staff reviewed the cost proposal submitted by TJKM. Although the RFP is a qualification based procurement process and not a public bid, staff reviews the cost proposal of the top ranked firm to determine if it is reasonable for the proposed services provided. Staff determined the proposed costs are generally in line with pre-proposal estimates. The proposed Agreement will be approved as to form by the City Attorney.
