Recommendation Approve the forma�ion of an ad-hoc committee consisting exclusively of two appointed City Council members to develop elements of a long-term lease for the Rodeo Grounds which wi11 accelerate any future negotiations with the Rodeo Association should the City Council determine, at a later date, it wishes to consider approval of a long-term lease. The ad-hoc committee wi11 be temporary in nature and is expected to complete its task no later than Ju1y 1, 2025. Fiscal Impact There wi11 be no impact to the General Fund other than staff time necessary to support the ad-hoc committee. Alte�native Action The City Council (Council) could choose not to form the ad-hoc committee. Backg�ound/Analysis At its meeting of August 20, 2024, the Council consented to an Item 12 proposal from Council Member Joshua Johnson to create an ad-hoc committee to develop various elements associated with a long-term lease of the Rodeo Grounds. Creating the committee would a11ow for a meaningful discussion regarding procedural issues and key lease terms with the intent of reducing the time necessary to negotiate a long-term lease should the Council ultimately decide that sueh a lease is in the best interest of the community. Items to be considered by the committee would include, but not be limited to, the Surpl�us Land Act, the length of lease, prevailing wage requirements, lease value, lease boundaries, California Environmental Quality Act requirements, and the built environment. For these reasons, the Council should consider appointment of two of its members to serve as the ad-hoc committee and establish July 1, 2025 or sooner as the sunset date of the committee. Envi�^onmental Review This item is not a project as defined under the California Environmental Quality Act, and no further action is required. Dear Council Members, As residents of Shasta County, we are once again asked to show our support for the Redding Rodeo and the rodeo grounds. Again, we are faced with a request to show our support for a long term lease being granted for the grounds they reside on. My question is, why? This rodeo and the grounds are a community gathering point. A place where who you are or where you reside in the county makes no difference. An affordable outing, that exudes who we are as Americans. We live in progressive California where it seems we've lost our understanding of what it means to be a community. This event reminds us of where we came from and who we are. I choke up every time I see the crowd come together and sing the National anthem. It gives me hope we haven't lost ourselves eompletely to the hate and divisiveness in our world today. Why does the Redding Rodeo Association have to fight every three years for an extension on their lease?It seems sinister to me and others that the city eouneil is not being truly transparent with your constituents on what plans you have for this gem in our city. Why won't you grant the Redding Rodeo Association their long term lease and show your constituents you understand who we are and what Redding is? We shouldn't try to resemble some bougie hipster river town that we could never be because we don't have the incomes to afford to support that endeavor. Inexpensive family fun is what Redding is. We are not a college town like Chico. We are primarily a service industry, not a high paying tech or manufacturing county. Why are you taking our beautiful free and inexpensive resources away to make room for a Redding your constituents cannot afford to enjoy. My husband went to college and worked here in the 70's. I moved up in 1984 and then work required us to leave and then return in 1996. We raised our son here, have retired here and have been supporters of the Rodeo from the beginning. We've supported and used a11 of the city programs for our child through the years and felt lucky to be a part of this community. Lately, the decisions being made by our city council that seem to benefit the few are not sitting we1L I hope you extend a long term lease to the rodeo and benefit the many. Once we lose our gem, it's gone forever. Hello, I am unable to make the city council meeting tomorrow night regarding the rodeo lease, so I wanted to email here to let you know how much the Redding Rodeo means to me and our community! I attend the rodeo every year, and am still in awe that we can have such an amazing event in the heart of our town. The rodeo certainly contributes to our Redding economy, however for me, it is the way it brings our community together that is so so important.I see people from all walks of life coming together around this special event. Redding truly does have an amazing community, and it is strengthened by things like the rodeo. Redding will lose a very important part of its culture and resilienee if the rodeo stops. If we compromise important community events for the sake of financial benefit, then we will end up with nothing. T hope you hear your constituents and choose to continue to support the Redding Rodeo. Good morning, I have lived in Redding since I was 12 in 1990. I love this town and everything it has to offer, especially the Rodeo. Rodeo week in itself is amazing. The week of Rodeo is full of so many things. My favorite is the Special Needs day just for the kids. Have you ever been? If not, I highly suggest you go and see the smiles of all the kids who are physically and mentally challenged. The look on their faces when they get up on that horse, or go for a hayride, or get to eat ice cream. That right there is worth it all. So many people look forward to Rodeo Week it is a great time and one of the best things to do in Redding. How could we not have a Rodeo? All the vendors that come in I personally love all the vendors as they bring new things every year. It is so much fun just to be around the community and bring your family and friends.
