Fiscal Impact The cost associated with implementing Square includes transaction fees of 2.6 percent+ 10 cents per transaction for in-person contactless, mobile or chiplpin payments. These fees will be reduced from the revenue received. Alternatzve Action The City Council (Cauncil) could decline to adopt the resolution authorizing the Ci�y Treasurer to open an account with Square and could provide direction to staff to use the current system or explore other payment solutions. This direction could include signi�cant time and resources for set-up, including networking, computer hardware and terminal hardware. Background/Analysis On Tuesday August 20, 2024 Council directed staff ta pursue a City of Redding (City) short- term operations plan of the Redding Sports Park. As a result of this direction, staff have identified a need for a short-term option for processing credit card payments for gate fees. Report to Redding City Council August 27,2024 Re: 4.�(a)--Authorize opening a account with Square as a Payment Processing SolutionPage 2 Square is a business technology platform that serves many kinds of businesses, providing the ability to receive payments on the go with mobile card readers. Square offers an immediate solution for processing gate fees at the Redding Sports Park. Square allows businesses to accept payments via iPads and iPhones with no additional hardware needed. City staff has identified iPads that are available for this use, therefore not requiring the need to purchase devices. Additional key features of Square include, ease of use and setup, no contracts or monthly fees, and secure transactions. Square ensures all transactions are protected with encryption and meets PCI compliance standards. Given the time sensitivity of this action, staff recommends the use of Square as the immediate payment solution for gate fees at the Redding Sports Park. By authorizing the City Treasurer to open and manage this Square account, the City can ensure gate fees are processed efficiently and securely. Environmental Review This is not a project defined under the California Environinental Quality Act, and no further action is required. Attachments ^Resolution RESOLUTION NO. 2024- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE CITY TREASURER TO OPEN AND MANAGE AN ACCOUNT WITH SQUARE FOR PAYMENT PROCESSING OF GATE FEES AT THE REDDING SPORTS PARK WHEREAS, on August 20, 2024, the City Council directed staff to pursue a City-run, short-term operations plan for the Redding Sporks Park; and WHEREAS, the Redding Sports Park desires to accept credit cards as a payment for gate fees at the Sporks Park; and WHEREAS, Square offers an immediate solution for payment processing, requiring minimal set up and providing secure and ef�cient transactions; and WHEREAS,the City Treasurer is responsible for managing the financial operations of the City, including the implementation, management, and designation of authorized signers on payment processing accounts; NOW, THEREFORE, THE CITY OF REDDING DOES HEREBY RESOLVE THAT: l. The aforementioned recitals are true and correct. 2. The City Treasurer is hereby authorized to open an accaunt with Sguare for the purpose of processing gate fees at the Redding Sports Park 3. The following individuals are designated as authorized signers on this account held with Square: ➢ Greg Robinett, Director of Finance/City Treasurer ➢ Bailey Worley, Finance Officer ➢ Tammy Mann, Finance Officer ➢ Tessa Wayda, Management Analyst 4.
