Fiscal Impact The reclassification of the City of Redding's (City) Recreatian Division's Clerk I-Status 9 position to a Status 8A position will cost approximately$5,000 per year to the General Fund. Alte�native Action The City Counci� could chaase not to apprave the resolution and provide staff with alternate direction, Backg�ound/Analysis In 2023, the Recreation Division served over 40,000 individuals through 700 unique programs across 50+ recreation and park facilities. The Recreation Divisian is staffed by one full-time Office Services Supervisor (OSS) and two part-time Clerks. The OSS oversees the day-to-day operations of administrative and customer service-related tasks, including managing and supervising office support staff, assi�,ming work tasks, ensuring eompliance with organizational policies, and collaborating with other City Departments. The backbone of the division is the clerical staff on the customer service front lines. Both existing clerk positions perform administrative and customer service tasks such as data entry, enrolling customers, taking park reservations, external and internal communicatians, and special event prep. However, one Clerk is classified as Stat�s 8A and is eligible for holiday pay, promotion, and transfer rights. The Status 9 classification does not provide for promotion or transfer rights. The discrepaney in classifications between the clerk positions was due to a sharp deerease in our customer base during the global pandemie in 2020, and its subsequent restrictions on face- to-face programming, staff attrition, and interdepartmental transfers led to what can be described as a skeleton crew. At the time, there was uncertainty about when things would be "back to norinal," so the second clerk position provided backup coverage for the office or extra help as needed. As normalcy returned, so did customers and workload. Now, in 2024, the Recreation Division is back to pre-pandemic customer volume and is building capacity to meet the growing demand for recreation programs and parks, fields, and facilities use. A part-time position that does not offer benefits, or holiday pay poses significant long-term challenges in recruiting and retaining qualified candidates. Reclassifying this position to include bene�ts is necessary for attracting and retaining talent, lower turnover rates, and higher employee morale. Having the saine classification for employees with the same duties eliminates disparities, creates a level playing field between both positions, and allows the OSS to effectively assign tasks, monitor performance, and evaluate employees based on consistent standards and expectations. Reclassifying this position allows the division to support vital administrative funetions. In addition, the change pravides opportunities for growth for other Reereation Division employees looking to grow within our organization.
