SUBJECT: 4.11(f�--Award Bid Negotiation No. 5500 (Job Order No. 3697) ARPA Storm
Drain Pro'ect
Recommendation
Authorize the following actions relative to Bid Nego�iation No. 5500 (Job No. 3697), American
Rescue Plan Act Storm Drain Project:
(1) Award to RTA Construction Inc., in the amount of $826,640 for the Base Bid, an
additional $125,400 for Additive Alternate 1, and an additional $79,000 for Additive
Alternate 2;
(2} Approve an additional $155,000 to cover the cost of administration and inspection fees;
(3) Approve $103,000 to provide construction contingency funding;
(4) Approve $306,447 for project development costs;
(5) Authorize the City Manager to approve additional increases in either the eonstnzction
management or construction contingency amounts up to a total of$25,000; and
(6) Find that the Project is categorically exempt from review under the California
Environmental Quality Act, pursuant to Section 15301— Existing Facilities and Section
15302—Replacement or Reconstruction.
Fiscal Impact
The American Rescue Plan Aet (ARPA) Storm Drain Project is being funded by $1,143,656 in
ARPA funds and$476,831 of Fiscal Year 2024-25 Capital Storm Drains funds.

Project cost components are estimates and some shifting of the project development,
construction management, and construction contingency funds may be necessary to balance the
project within the approved budget.
Alternative Action
The City Council (Council) may choose not to award the bid for the ARPA Storm Drain Project
and direct Storm Drain maintenance crews to continue monitoring the multiple deteriorating
storm drain facilities.
Background/Analysis
Attached is the tabulation of bids received and opened on August 12, 2024. The low bid in the
amount of $826,640 was received from RTA Construction Inc., of Redding, California. The
engineer's estimate was $686,197. Total project development costs for this project are estimated
to be $306,447. Project development costs include engineering, surveying, and environmental.
The project consists of replacing deteriorating storm drain facilities in several locations as
follows:
• Harpole Road area will replace three undersized catch basins with larger
openings;
• Fairway Avenue area will replace a 40-inch by 67-inch metal arch pipe with a 3-
foot by 6-foot concrete box culvert (Additive Alternate 1);
• Robert Court area will replace a 40-inch by 67-inch metal arch pipe with a 3-foot
by 6-foot concrete box culvert(Additive Alternate 2);
• Victor Avenue area will replace a 40-inch by 67-inch metal arch pipe with a 3-
foot by 6-foot concrete box culvert;
• Wilson Avenue area will replace a 36-inch by 22-inch metal storm drain pipe with
a new 30-inch concrete pipe;
• Placer Street area will replace an existing concrete pipe tivith a new 24-inch high
density polyethylene pipe (HDPE); and
• Masonic Avenue, at the former Redding Area Bus Authority bus stop,wi11 replace
the 18-inch metal storm drain pipe with a new 18-inch HDPE pipe, as well as
replace the existing broken catch basin lids.
In addition, the project includes replacing asphalt concrete paving, curb, gutter, sidewalk, and
other miscellaneous items of as detailed on the plans and in the specifications.
Environmental Review
Staff has determined that the project is categorically exempt from environmental review under
the California Environmental Quality Act, pursuant to Sections 15301 — Existing Facilities and
Section 15302 - Replacement or Reconstruction. C1ass 1 exemptions include the minor alteration
of existing public structures and facilities. Class 2 exem�ptions consists of replacement or
reconstruction where the new structure will be located on the same site and will have
substantially the same purpose and capacity. The existing utilities will be replaced and extended
to provide reliable service that meets public health and safety standards, and the project will
result in a negligible expansion of use. The project area has been reviewed for sensitive resources

such as wetlands, threatened or endangered species or their habitats, sensitive vegetation
communities, cultural resources and hazardous waste sites. The project has no potential to have a
significant effect on the environment.
ARPA allows funds to be used for necessary investments in water, sewer, or broadband
infrastructure, and the National Environmental Policy Act does not apply to ARPA funds
administered through the U.S. Treasury Department. No further action is required.
