Rhoades Inc., in the amount of$2,954,838.50; (2) Approve $400,000 to cover the cost of administration and inspection fees; (3) Approve $750,000 for project development costs; (4) Approve $300,000 to provide construction contingency funding; (5) Authorize the City Manager to approve additional increases in either the eonstnzction management or construction contingency amount up to a total of$50,000; and (6) Find that the Project is categorically exempt from the California Environmental Quality Act, pursuant to Section 15301 —Existing Facilities and Section 15302 —Replacement or Reconstruction. Fiscal Impact The City of Redding (City) and the California Department of Transportation(Caltrans) will share the costs of the California Street Bikeway Project (Project) advertised as Construction on State I�ighway in Redding on Route 273 from Yuba Street to Tehama Street and on California Street and on California Street from Tehama Street to Division Street. Caltrans wi11 contribute State I�ighway Operation Protection Program construction capital funds in the amount of$2,870,000. In addition, a portion of project funding from the Redding Downtown Loop and Affordable �-Iousing (RDLAI�) Projects' Affordable Housing and Sustainable Community (A�ISC) Program grant award in the amount of $1,289,000 and the City's Streets Division in the amount of $1,000,000. Total project budgeted funds are $5,159,000. Report to Redding City Council August 28,2024 Re: 4.12(e)--Award Bid Negotiation No. 5508 CA St Bikeway Award Page 2 Due to various delays in this project related to design complexities and previous funding gaps, the balance of AHSC Program funds, approximately $400,000, wi11 need to be invoiced to the state for reimbursement by December 2024. If all of the AHSC Program funds are not eligible or able to be invoiced by that date, Street funds will be used to backfill the funding. There are adequate Street funds budgeted to backfill the funding, if necessary. Alte�native Action The City Council may choose not to award the project and provide alternate direction. If the project does not move forward,the City would jeopardize and potentially be required to pay back AHSC grant funding previously spent for the Redding Downtown Loop and Affordable Housing. In addition, it would jeopardize the City's partnership with Caltrans and state funding allocated to this project and lose valuable grant funding. BackgNound/Analysis Attached is a tabulation of bids received and opened on August 21, 2024, for the project. The low bid in the amo�unt of $2,954,838.50 was received from S.T. Rhoades Construction, Inc of Redding, California. The engineer's estimate was $3,514,000. Total project development costs for this project are estimated to be $750,000. Project development costs inelude engineering, surveying, right-of-way, enviromnental, consultant services, Caltrans coordination and permit fees. In October of 2016, Housing and Community Development awarded the City and K2 Development Company, Inc., AHSC Program funding in the amount of $20 million for the RDLAH Project located at 1551 Market Street. The RDLAH Project incl�uded construction of a four-story, mixed-use building and a subterranean parking facility. In addition, the RDLA�I Project included reestablishment of the formerly abandoned street rights-of-way and reconstruction of pedestrian and bicycle-friendly streets along portions of Market, Yuba, and Butte Streets known as the Downtown Streets Circulation (DSC) Project; as well as constructing a separated, two-way bikeway on California Street known as the California Street Bikeway Project. The RDLAH and DSC Projects were completed in February 2021. The Bikeway Project proposes to construct a separated two-way bikeway, also referred to as a cycletrack, on California Street from Yuba Street to Division Street. The Bikeway Project work includes constructing curbs, curb ramps, asphalt concrete paving, intersection signal installations, storm drainage improvements,pavement markings, and other miscellaneous items of work. Report to Redding City Council August 28,2024 Re: 4.12(e)--Award Bid Negotiation No. 5508 CA St Bikeway Award Page 3 Environmental Review Staff has determined that the project is categorically exempt from environmental review pursuant to the California Environmental Quality Act Guidelines Section 15301 — Existing Facilities and Section 15302 - Replacement or Reconstruction. C1ass 1 exemptions include the operation,repair and alteration of existing structures and facilities including the installation of bicycle lanes. Class 2 exemptions consist of rep]acement or reconstruction where the new structure will be ]ocated on the same site and wi11 have substantially the same purpose and capacity. The project will add bicycle facilities within the existing right of way. The facility will have the same purpose and capacity and will result in negligible expansion of use, as new vehicle lanes are not proposed. The project has been reviewed for sensitive resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources. The project has no potential to have a signiftcant effect on the environment.
