Recommendation
Adopt Resolution proclaiming April 21, 2024, through April 27, 2024, as VolunteeN
Appreeiation Week in the City of Redding, in appreciation of an impressive 39,258 hours of
service contributed by City Volunteer Program participants in calendar year 2023.

The City Council could decline to adopt the resolution or provide staff with alternate direction.
Background/Analysis
National Volunteer Week is an annual celebration observed in many countries and first
established in the United States by President Richard Nixon in 1974. Far 2024, the Points of
Light Foundation has proclaimed Sunday, Apri121,through Saturday, Apri127, 2024 as National
Volunteer Week in the United States in recognition and celebration of the efforts of volunteers
who lend their time, talent and voice to make a difference in their communities.
The City of Redding (City) Volunteer Program began in 1988 in the Police Department and has
since expanded to serve all departments. This program assists City departments in identifying
and creating meaningful volunteer opportunities for citizens, which enhance their understanding
of the local government and assist departments in their operations to broaden and enhance
services and programs provided by the City.
For calendar year 2023, City Volunteer Program participants contributed an impressive 39,258
hours of service to the City. Using the national estimated value of volunteer time established by

estimated value of the time donated by City Volunteer Program participants is more than $1.24
million.
If adopted, the resolution would proclaim Sunday, April 21,through Saturday, April 2'7, 2024 as
Volunteer Appreciation Week in the City. City volunteers have contributed their time and efforts
to areas including our parks, library, student and adult tutoring, recreational programs, events,
Police, Fire and other City departments. Partnerships in volunteering have included organizations
such as Shasta Public Libraries, California Conservation Corp., Smart Business Resource Center,
and Shasta College. We would like to provide special recognition to the Redding Police & Fire
Chaplain Program for their contributions to our public safety departments. The seven chaplains
currently participating in this important program volunteered over 10,000 hours of their time in
2023 alone. We would like to thank and show appreciation for the contributions of all our
volunteers who have helped to enhance the quality of life in our community and make the City of
Redding a community of choice.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
DECLARING APRIL 21 THROUGH APRIL 27, 2024, AS VOLUNTEER
APPRECIATION WEEK
WHEREAS, in 1974 President Richard Nixon signed Presidential Proclamation 4288 through
executive order recognizing National Volunteer Week; and
WHEREAS,National Volunteer Week is now observed throughout the nation and the world; and
WHEREAS, the Points of Light Foundation has established Apri121,through April 27, 2024, as
National Volunteer Week in the United States for 2024; and
WHEREAS,the City of Redding's Volunteer Program provides citizens opportunities to enhance
their understanding of local government and assist departments in their operations to broaden and
enhance services and programs provided by the City; and
WHEREAS, City of Redding Volunteers contributed over 39,258 hours of service to the City of
Redding in calendar year 2023,providing an approximate economic value of over$1,248,400; and
WHEREAS, the Redding City Council wishes to thank and show appreciation for the
contributions of all City of Redding volunteers who have helped to enhance the quality of life in
our community and make the City of Redding a community of choice;
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the City of
Redding hereby proclaims Apri1 21, through Apri1 27, 2024, as Volunteer Appreciation Week in
the City of Redding, otherwise known as National Volunteer Week.
T HEREBY CERTTFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the 16th day of April,2024,by the following
