SUBJECT: 4.1(a)--Letter of Support for Shasta County in its Opposition to the Fountain
Wind Pro'ect in Shasta Count
Recommendation
Authorize the Mayor to sign a letter ta the California Energy Commission indicating the City of
Redding's support of Shasta County in its opposition to the proposed Fountain Wind Project in
Shasta County.
Fiscal Impact
There is no fiscal impact with this action.
Alternatzve Action
The City Council could choose ta not send the Letter of Oppasition.
Background/Analysis
Shasta County Executive Officer, Da�id Rickert, contacted the City of Redding along with the
cities of Shasta Lake and Anderson to reguest the respective City Councils to consider
subinitting a Letter of Opposition regarding the Fountain Wind Project. The City of Shasta Lake
approved this action at their Apri1 2, 2024, City Council meeting. It is uncertain if the City of
Anderson is considering taking action on the matter.
The Fountain Wind Project is a wind energy generation facility that is proposed in Shasta County
on 2,855 acres of private land in the Montgomery Creek area. The project has been rejected by
both Shasta County Planning Commission and Shasta County Board of Supervisors. The
California Energy Commission has the authority to bypass local control per Assembly Bi11205.

Assembly Bill 205 gives the California Energy Commission the authority to approve or deny
renewable energy projects. Prior to the passing of this Bi11, the autharity belonged to local
legislators. The Fountain Wind Project has been resurrected and is now being considered for
approval by the State of Ca]ifornia, circumventing local authority.
Envi�^onmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.

Subject: Opposition to the Fountain Wind Project in Shasta Caunty
Dear Mr. Payne and Members of the California Energy Commission,
The City of Redding writes to express its support of Shasta County in its opposition to the proposed Fountain Wind
Project in Shasta County, California. Shasta County has denied the approval of the project twice and the City of Redding
opposes the California Energy Commission's path to circumvent local authority.
Shasta County residents have a right to voice their concerns and oppose projects that have negative impacts to their
quality of life. Shasta County has dedicated an immense amount of time to the Fountain Wind Project through its Planning
Commission and Board of Supervisor meetings and the result was a denial of the project. The Shasta County residents
demonstrated a strong opposition of the Fountain Wind Project.
The City of Redding supports 1oca1 control and the local approval process.It is essential that all relevant stakeholders,
including residents, are allowed to voice their concerns and have their input given strong attention during the decision-
making process, and the local elected legislative bodies are the appropriate units of government that should be responsible
for approving and denying local projects.
Thank you for your attention to this matter. The City of Redding trusts that the California Energy Cominission wi11
carefully evaluate the concerns and objections of the residents of Shasta County before making any further decisions
regarding the Fountain Wind Project.
