RESOLUTION NO. 2005-91
LANDSCAPE MAINTENANCE DISTRICT "A"
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE REPORT OF THE ENGINEER AS FILED, AND
DECLARING ITS INTENTION TO:
(1) SET A PUBLIC HEARING DATE RE LANDSCAPE MAINTENANCE
DISTRICT "A."
(2) REAPPORTION THE REMAINDER P ARCEL(S) OF THE RIVER
RIDGE TERRACE SUBDIVISION IN AREA 7 OF DISTRICT" A."
(3) REAPPORTION THE REMAINDER P ARCEL(S) OF THE VISTA
RIDGE SUBDIVISION IN AREA 14 OF DISTRICT" A."
(4) LEVY AND COLLECT ASSESSMENTS IN DISTRICT "A" FOR
FISCAL YEAR 2006 PURSUANT TO THE LANDSCAPING AND
LIGHTING ACT OF 1972, COMMENCING WITH SECTION 22500
OF THE STREETS AND HIGHWAYS CODE.
WHEREAS:
A. The City Council heretofore ordered the consolidated formation of Landscape Maintenance
District "A" (District) under authority granted by the Landscaping and Lighting Act of 1972,
as set forth in Part 2 of Division 15 of the Streets and Highways Code of the State of
California.
B. The purpose of the District is to provide maintenance to those landscaping improvements
required within the public rights-of-way by the conditions of development approval of the
subdivisions contained therein.
C. Minor changes in existing improvements are proposed for Fiscal Year 2006.
D. The Engineer has filed his Report with the City Clerk pursuant to Streets and Highways Code
Section 22565, et seq.
E. This Resolution is made in satisfaction of those requirements set forth in the Streets and
Highways Code Section 22624.
NOW, THEREFORE, BE IT R]~SOLVED BY THE CITY COUNCIL THAT:
1. Pursuant to the Streets and Highways Code 922623, the Report of the Engineer, as filed, is
hereby approved.
2. The Report of the Engineer, on file with the City Clerk, contains a full and detailed description
of the improvements, the boundaries of the District-including the areas proposed to be
reapportioned-and any zones therein, and the proposed assessments upon the assessable lots
and remaining parcels within the District.
3. The existing improvements for each subdivision in the District are set forth in Part H of the
Engineer's Report, on file with the City Clerk, under the column entitled "Landscape
Description. "

4. With regard to the reapp0l1ion of the remainder parcel(s) of the River Ridge Terrace
Subdivision in Area 7 of District "A":
a. The owner has filed his Petition and Consent to the inclusion ofthe River Ridge Terrace
Subdivision into Landscape Maintenance District "A" and waived resolutions, Engineer's
Report, notices of heming, and the right of a majority protest with regard to the area
proposed to be reapportioned.
b. The real property proposed for reapportion is situate in the City of Redding, Shasta
County, California, and described as a subdivided R-1 parcel of the River Ridge Terrace
Subdivision (APN 115-460-01 through -49).
c. It is the intent of the City Council to order that the R-1 parcel ofthe River Ridge Terrace
Subdivision be reapportioned as Units 2 and 3 of the River Ridge Terrace Subdivision
as it is situate in Area 7 of Landscape Maintenance District "A."
5. With regard to the reapportion of the remainder parcel(s) of the Vista Ridge Subdivision in
Area 14 of District "A":
a. The owner has filed his Petition and Consent to the inclusion of the Vista Ridge
Subdivision into Landscape Maintenance District "A" and waived resolutions, Engineer's
Report, notices of hearing, and the right of a majority protest with regard to the area
proposed to be reapportioned.
b. The real property proposed for reapportion is situate in the City of Redding, Shasta
County, California, and described as a subdivided R-1 parcel of the Vista Ridge
Subdivision (APN 117..460-51 through -75).
c. It is the intent of the City Council to order that the R-1 parcel of the Vista Ridge
Subdivision be reapportioned as Unit 2 of the Vista Ridge Subdivision as it is situate in
Area 14 of Landscape Maintenance District "A."
6. The general locations of the lots and remaining parcels in the District are set forth in Part A of
the Engineer's Report, on file with the City Clerk.
7. Minor changes in existing improvements are proposed for Fiscal Year 2006. Only costs for
the maintenance oflandscaping; miscellaneous lighting;mu1ching; vandalism; repairs to the
irrigation system; electric and water charges; replacement of vegetation as necessary; removal
oftrimmings, rubbish, and debris; maintenance ofthe detention basin; and other improvements
to remove or cover graffiti, administrative costs, painting of any walls, and such other
maintenance and incidental expenses as are authorized by Streets and Highways Code Sections
22526 and 22531, will be assessed.
8. A public hearing will be held on Tuesday, August 2, 2005, at the hour of 7 p.m., or as soon
thereafter as the matter may be heard, in the City Council Chambers located at 777 Cypress
A venue, Redding, California, to address the levy ofthe proposed assessment for Fiscal Year
2005-2006. The proposed assessment for Fiscal Year 2006 of$29.46 is the same as last fiscal
year's assessment.

9. That the City Clerk shall give notice of said hearing pursuant to the Streets and Highways Code
Section 22626(a).
I HEREBY CERTIFY that the foregoing resolution of intention was introduced, read and adopted
at a regular meeting ofthe City Council on the 19th day of July 2005 by the following vote:
