RESOLUTION NO. 2005-48
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
CERTIFYING THE COMPLETENESS AND ADEQUACY
OF ENVIRONMENTAL IMPACT REPORT EIR-I-03
FOR THE SHASTINA RANCH SUBDIVISION PROJECT
WHEREAS, the City of Redding, as lead agency for the Shastina Ranch Subdivision Project
(Project), has conducted the following environmental review for the proposed Project:
1. A Notice of Preparation of a Draft Environmental Impact Report (DEIR) was circulated for
review and comment on March 23, 2004; and
2. A Notice of Completion of a DEIR was circulated for review and comment on August 26,
2004; and
3. A public hearing was conducted by the Planning Commission on the DEIR on September 28,
2004. Notice of that hearing included a letter notice to all property owners between 600 and
2,200 feet from the project boundary and publication in the Record Searchlight; and
4. After closure of the public comment period, all comments received were summarized and
addressed in writing. Responses specific to local and State agencies were mailed directly to
those agencies on January 17, 2005; and
5. Written comments on the DEIR by State and local agencies and individuals and responses to
comments were included in the Final Environmental Impact Report (FEIR); and
6. A public hearing was conducted by the Planning Commission on the FEIR on February 8,
2005. Notice ofthat hearing included a letter to all public agencies and persons that submitted
comments on the DEIR and to all property owners between 600 and 2,200 feet from the project
boundary and publication in the Record Searchlight; and
7. The Planning Commission, at the conclusion of its February 8, 2005, hearing, adopted
Planning Commission Resolution No. 2005-01, recommending that the City Council certify
FEIR-I-03 and adopt the Mitigation Monitoring Program; and

8. A public hearing was conducted by the City Council on FEIR-I-03 on March 15,2005. Notice
of that hearing included a letter to all public agencies and persons that submitted comments on
the DEIR and to all property owners between 600 and 2,200 feet from the project boundary and
publication in the Record Searchlight; and
9. Before final action can b(~ taken by the City Council on the Project, the Project must be
submitted to the Shasta County Airport Land Use Commission for a determination of C/'>
consistency and/or an amendment to the Redding Municipal Airport Comprehensive Land Use Sf
Plan; and ~
to. The Shasta County Airport Land Use Commission may require a certified environmental
document in order to support certain actions.

NOW, THEREFORE, BE; IT RESOLVED that the City Council of the City of Redding,
based upon the entire record of the environmental review for the Shastina Ranch Subdivision Project,
makes the following findings:
1. The FEIR has been completed in conformance with the California Environmental Quality Act;
and
2. The FEIR was presented to the City Council and the City Council has reviewed and considered
the information contained in the FEIR; and
3. The FEIR reflects the City's independent judgment and analysis.
BE IT FURTHER RESOLVED that the City Council of the City of Redding, based upon
substantial evidence in the administrative record and FEIR-1-03, hereby certifies the attached
FEIR-1-03 as complete and in compliance with the California Environmental Quality Act.
PASSED AND ADOPTED by the City Council ofthe City of Redding at a regular meeting
on this 5th day of April 2005, by the following vote:
