RESOLUTION NO. 2005 - 37
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE FILING OF A FEDERAL GRANT APPLICATION
FOR ENTITLEMENT AND DISCRETIONARY AIRPORT IMPROVEMENT
PROGRAM (AlP) GRANT MONIES TO ACCOMPLISH CAPITAL
PROJECTS AT BENTON AIRPARK AND AUTHORIZING THE CITY
MANAGER, OR RANDY BACHMAN, DEPUTY CITY MANAGER, AS HIS
DESIGNEE, TO EXECUTE THE APPLICATION AND ALL SUBSEQUENT
DOCUMENTATION TO OBTAIN FAA GRANT MONIES AND MATCHING
FUNDS.
WHEREAS, the FAA District Office has recommended that an application for unencumbered
Airport Improvement Program (AlP) Entitlement and Discretionary Grant Funds be submitted as
soon as possible; and
WHEREAS, there is a significant need to design Phase II ofthe Runway Safety Area, complete
Phase IV of the Security Fencing, prepare an environmental assessment for the Runway Safety Area
and complete Phase II of the Safety Area Drainage Enhancements; and
WHEREAS, the total cost of said projects is estimated at $300,000.00 of which 95 percent is
eligible for the aforementioned AIP entitlement and discretionary funds, and approximately
4.5 percent of which is eligible for funding through a State of California grant; and
WHEREAS, the Airports Manager has recommended that the City apply for a U.S. Department
of Transportation, Federal Aviation Administration, AIP Grant in the amount of $285,000.00 to
accomplish the project program as outlined in Exhibit A, a true copy of which is attached hereto and
incorporated herein and to obtain the matching State of California Grant Funds in the amount of
$13,500.00; and
WHEREAS, it is in the best interests of the City of Redding that a Federal AIP Grant be
acquired; and
NOW, THEREFORE, BE IT RESOLVED that for the projects outlined in Exhibit A, the
City Council of the City of Redding hereby authorizes:
1. The filing of an application for an FAA Airport Improvement Program (AIP)
Entitlement and Discretionary Grant in the amount of $285,000.00;

2. The City Manager, or Randy Bachman, Deputy City Manager, as his designee, on
behalf of the City of Redding, to execute the FAA Application form, including the Acceptance of
the Grant/Offer, to obtain the necessary FAA funding and State funding to complete the projects as
identified in Exhibit A; and
3. The City Clerk to attest the signature of the City Manager, or Randy Bachman, Deputy
City Manager, as his designee, and to impress the official seal ofthe City of Redding on the aforesaid
documentation, when appropria.te.
I HEREBY CERTIFY that the foregoing resolution was introduced, read and adopted at a
regular meeting of the City Council on the 15th day of March, 2005, by the following vote:
