HomeMy WebLinkAboutReso 2005-036 - Redding Municipal Airport . _",,"-,. l-~ .. e e RESOLUTION NO. 2005-36 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE FILING OF A FEDERAL GRANT APPLICATION FOR ENTITLEMENT AND DISCRETIONARY AIRPORT IMPROVEMENT PROGRAM (AlP) GRANT MONIES TO ACCOMPLISH CAPITAL PROJECTS AT REDDING MUNICIPAL AIRPORT AND AUTHORIZING THE CITY MANAGER, OR RANDY BACHMAN, DEPUTY CITY MANAGER, AS HIS DESIGNEE, TO EXECUTE THE APPLICATION AND ALL SUBSEQUENT DOCUMENTATION TO OBTAIN FAA GRANT MONIES AND MATCHING FUNDS. WHEREAS, the FAA District Office has recommended that an application for unencumbered Airport Improvement Program (AlP) Entitl,ement and Discretionary Grant Funds be submitted as soon as possible; and WHEREAS, there is a significant need to purchase land for Airport approach protection, prepare an environmental assessment for land acquisition by the Redding Municipal Airport and purchase an ADA Passenger Ramp; and WHEREAS, the total cost of said projects is estimated at $2,701,305.00 ofwhich 95 percent is eligible for the aforementioned AlP entitlement and discretionary funds, and approximately 5 percent of which is eligible for funding by Passenger Facility Charges; and WHEREAS, the Airports Manager has recommended that the City apply for a U.S. Department of Transportation, Federal Aviation Administration, AlP Grant in the amount of $2,566,240.00 to accomplish the project program as outlined in Exhibit A, a true copy of which is attached hereto and incorporated herein and to obtain the matching Passenger Facility Charges in the amount of $135,065.00; and WHEREAS, it is in the best interests of the City of Redding that a Federal AlP Grant be acquired; and NOW, THEREFORE, BE IT RESOLVED that for the projects outlined in Exhibit A, the City Council of the City of Redding hereby authorizes: 1. The filing of an application for an FAA Airport Improvement Program (AlP) Entitlement and Discretionary Grant in the amount of$2,566,240.00 and the utilization of Passenger Facility Charges in the amount of$135,065.00; 0- 6) ~ e e - --,,'~ -: 2. The City Manager, or Randy Bachman, Deputy City Manager, as his designee, on behalf of the City of Redding, to execute the FAA Application form, including the Acceptance of the Grant/Offer, to obtain the necessary FAA funding to complete the projects as identified in Exhibit A; and 3. The City Clerk to attest the signature of the City Manager, or Randy Bachman, Deputy City Manager, as his designee, and to impress the official seal of the City of Redding on the aforesaid documentation, when appropriate.
