SUBJECT: 4.5(c) --Adopt
Budget Resolution for Security Fencing for Natural Gas Pipeline
Recommendation
Adopt Resolution approving and adopting the 36th Amendment to City Budget Resolution No.
2023-060 appropriating $210,000 to upgrade the security fencing surrounding the City of
Redding Electric Utility/Pacific Gas & Electric gas intertie.
Fiscal Impact
Upgrading the security fencing for the Redding Electric Utility's (REU) Pacific Gas and Electric
Company (PG&E) natural gas pipeline intertie was not planned in the Fiscal Year 2023-2025
Biennial Budget. However, staff determined additional security measures are needed. REU has
adequate reserves to fund the necessary installation of this capital improvement.

The City Council could choose not to adopt the resolution appropriating the funds as requested
and provide alternative direction to staff.

Background/Analysis
The PG&E/REU natural gas pipeline interconnection is approximately 3 miles east of the
Redding Power Plant on the corner of Eastside and Waverly Road. This property is City -owned
and is surrounded by a gated, privacy screen chain link fence topped with barbed wire. The
perimeter of the enclosure is approximately 210 linear feet. Within the enclosure is above -ground
natural gas piping and critical equipment belonging to both PG&E and REU.
Protecting access to this area is critical to the Redding Power Plant's reliability. The enclosure
fencing requires replacement because of age and a desire for increased security and protection
around the natural gas infrastructure.
Environmental Review
This action, budget resolution and appropriation of funds, is not a project as defined by the
California Environmental Quality Act (CEQA). The fencing project will be subject to a separate
CEQA review prior to award of the project.
Council Priority/City Manager Goals
This is a routine operational item.
