Fiscal Impact There is no fiscal impact by adopting the resolution. Alternative Action The City Council could decline to adopt a resolution declaring April as Fair Housing Month. Background/Analysis The City of Redding (City) has historically recognized April as Fair Housing Month. The purpose of Fair Housing month is to further educate tenants and landlords about their rights and responsibilities with respect to discrimination based on race, color, ancestry, national origin, religion, actual or perceived sexual orientation, physical disabilities, gender identity, age, and marital/familial status. Informational brochures and letters with current regulations are distributed annually to landlords and real estate agents. This information is also available throughout the year to tenants through the Housing Division. The City and Legal Services of Northern California, along with other Shasta Fair Housing Alliance partners, sponsor an annual Fair Housing Workshop to educate the community about fair housing laws. This year's workshop is scheduled for April 25, 2024, and will be held in the Redding City Council chambers/Community Room. Presently, the meeting agenda and hours of the workshop are being confirmed. Once available, the workshop details will be communicated to the community. Under the National. Environmental. Policy Act, administrative and management activities are considered exempt activities that require no further action. Council Priority/City Manager Goals • Communication and Transparency — "Improve the quality of communication with the public and City employees to enhance knowledge and increase transparency to improve public trust." • Government of the 21St Century - `Be relevant and proactive to the opportunities and challenges of today's residents and workforce. Attachments ^Resolution RESOLUTION NO. 2024- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING DECLARING APRIL AS "FAIR HOUSING MONTH" WHEREAS, Title VIII of the 1968 Civil Rights Act (Federal Housing Law) prohibits discrimination in the sale, rental, leasing and financing of housing or land to be used for the construction of housing or in the provision of brokerage services because of race, color, ancestry, national origin, religion, actual or perceived sexual orientation, gender identity, physical. disabilities (including AIDS), gender, age, and marital/familial status; and WHEREAS, it is the policy of the City of Redding to implement programs to ensure equal opportunity in housing for all persons regardless of race, color, ancestry, national origin, religion, actual or perceived sexual orientation, gender identity, physical disabilities (including AIDS), gender, age, and marital/familial status; and WHEREAS, the City of Redding will assist all persons who feel they have been discriminated against because of race, color, ancestry, national origin, religion, actual or perceived sexual orientation, gender identity, physical disabilities (including AIDS), gender, age, and marital/familial status to seek equity under Federal and State laws by providing informational material and the necessary forms to file a complaint with the California Department of Fair Housing or the U.S. Department of Housing and Urban Development; and WHEREAS, the City of Redding annually distributes informational brochures and letters with current regulations to landlords and real estate agents to make them aware of their respective responsibilities and rights; and WHEREAS, the City of Redding, in conjunction with various federal, state, and local entities, has selected April as an opportunity to educate the community on its rights and responsibilities as tenants and landlords; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding hereby declares April as "Fair Housing Month" in the City of Redding as part of the national effort to educate tenants and landlords on their rights and responsibilities under the Federal Fair Housing Law.
