HomeMy WebLinkAbout_ 4.2(b)--Resolution - Completion of Alturas Crossing I ApartmentsC IT Y OF REMDINO�" AN CITY OF REDDING REPORT TO THE CITY COUNCIL MEETING DATE: March 19, 2024 FROM: Steve Bade, Assistant City ITEM NO. 4.2(b) Manager ***APPROVED BY*** n 6, tee e I S, er 3/8/2024 p n,, C -i ars e shade@cityofredding.org btippin@cityofredding.org SUBJECT: 4.2(b) --Resolution Authorizing the Acceptance of Completion of the Alturas Crossing I Apartments Project Recommendation Authorize the following actions relative to the Community Development Block Grant -Disaster Recovery Multi -Family Housing Program guidelines: (1) Adopt Resolution authorizing the Acceptance of Completion of the Alturas Crossing I Apartments pursuant to City of Redding requirements and the Community Development Block Grant -Disaster Recovery Multi -Family Housing Program guidelines; (2) Find that adopting a completion resolution is not considered a project under the California Environmental Quality Act; and (3) Find that adopting a completion resolution is exempt under the National Environmental Policy Act under Title 24 CFR 58.34(a)(3). Fiscal Impact There is no fiscal impact related to adopting the resolution. Alternative Action The City Council (Council) could choose not to adopt the resolution acknowledging that the project is complete. Under this alternative, the City of Redding (City) would not be following the Community Development Block Grant - Disaster Recovery Multi -Family Housing Program (CDBG-DR MHP) grant requirements and the ramifications of not providing the requested resolution are unknown. Background/Analysis As a result of the wildfires that affected California in 2018, a Presidentially -Declared Disaster was assigned to five counties, including Shasta County for the CARR Fire. In recognition of the unmet recovery needs, the U.S. Department of Housing and Urban Development allocated Community Development Block Grant - Disaster Recovery (CDBG-DR) Program funds to the Report to Redding City Council March 8, 2024 Re: 4.2(b) --Resolution -Completion ofAlturas Crossing 1 Apartments Page 2 California Department of Housing and Community Development (HCD). HCD is the agency responsible for administering the CDBG-DR funds and approving any resulting multi -family projects. HCD undertook an extensive needs assessment to determine the specific priorities of the affected counties with significant community outreach and analysis that resulted in four CDBG-DR. Program categories: housing, infrastructure, economic revitalization, and planning. The majority of funds are allocated to the unmet rental housing needs in affected counties. To meet the unmet rental housing needs, HCD created the CDBG-DR MHP. The City was allocated $16,660,145 in CDBG-DR MHP funds to support the development of income -eligible multifamily projects. The Alturas Crossing I Apartment project consists of 39 income -eligible apartment units, with one manager's unit, and is located at 1206 Old Alturas Road. On December 22, 2022, the Council approved a $3,494,416 loan of CDBG-DR MHP funds to assist Alturas Crossing I Apartments, to develop and construct the project. The project received a certificate of occupancy from the City's Building Division on November 30, 2023, and is soon to be fully occupied. CDBG-DR MHP regulations require that once the funded project is completed, the local jurisdiction must adopt a resolution that acknowledges it is satisfactorily completed. Environmental Review Adopting a completion resolution is not considered a project under the California Environmental Quality Act (CEQA). The actual construction of the project was previously reviewed for CEQA compliance. Under the National Environmental Policy Act (NEPA), administrative and management activities such as adopting a resolution are considered exempt activities and no further action is required. The actual construction project was reviewed for NEPA requirements before the project started. Council Priority/City Manager Goals This agenda item is a routine operational item. Attachments ^Resolution RESOLUTION NO. 2024- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE ACCEPTANCE OF COMPLETION OF THE ALTURAS CROSSING I PROJECT FUNDED BY COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY MULTI- FAMILY HOUSING PROGRAM FUNDS WHEREAS, the City Council previously approved the use of Community Development Block Grant Disaster Recovery Multi -Family Housing Program funds in the Alturas Crossing I development; and WHEREAS, the Alturas Crossing I development has been satisfactorily completed according to City of Redding and California State Housing and Community Development guidelines; NOW, THEREFORE, IT IS RESOLVED by the City Council that the Alturas Crossing I development has been satisfactorily completed.
