SUBJECT: 4.2(a) --Notice of Intent to Apply for State of California Housing and Community
Development CDBG-MIT Planning and Public Services and Resilient Infrastructure Program
Funding.
Recommendation
Authorize and approve the following actions:
(1) Adopt Resolution authorizing the City Manager, or designee, to submit a State of
California Department of Housing and Community Development, Community
Development Block Grant Disaster Recovery Mitigation Resilient Infrastructure Program
grant application in the amount of $357,150.53 for fuels mitigation in the 105- and
106.01 -Census tracts; and if awarded, execute any agreements and subsequent
documentation to facilitate acceptance;
(2) Adopt Resolution authorizing the City Manager, or designee, to submit a State of
California Department of Housing and Community Development, Community
Development Block Grant Mitigation Planning and Public Services Program grant
application in an amount not to exceed $2,000,000; and if awarded, execute any
agreements and subsequent documentation to facilitate acceptance;
(3) Determine that applying for grant funding is not considered a project under the California
Environmental Quality Act; and
(4) Determine that applying for grant funding is exempt from review under the National
Environmental Policy Act under Title 24 CFR 58.34(a)(3).
Fiscal Impact
Community Development Block Grant (CDBG) Mitigation (MIT) Planning, Public Services
(PPS) and Resilient Infrastructure Program (RIP) grant funds require no match obligation. City
staff time coordinating resulting projects may be paid through the grants as activity delivery - up
to 15 percent of the award. The MIT -PPS Program grant request will be for up to $2,000,000.
There is no impact to the General Fund. The MIT -RIP grant application is for an amount of
$357,150.53 for a multi-year fuel mitigation project in the 105- and 106.01 -census tracts.

Alternative Action
The City Council could decline to adopt the resolutions of the CDBG MIT -PPS or MIT -RIP
Programs and staff would not apply for either grant opportunity.
Background/Analysis
The State of California Housing and Community Development is committed to helping
communities recover after disasters by administering special federal funds for both recovery and
mitigation purposes. The purpose of the CDBG MIT -RIP is to assist local jurisdictions with
hazard mitigation (wildfire, flooding and earthquake) to infrastructure.
The City of Redding (City) has been identified as an eligible jurisdiction for the MIT -RIP Funds
due to the 2018 Carr Fire. The project being proposed is strategically aligned to lessen the
impacts of a future fire originating or reaching areas housing critical infrastructure. The funds
can be used to clear dense vegetation and remove combustibles to reduce fuel load on City -
owned property. The proposed outcome of this project is to bring hazardous fuels in targeted
areas (census tracts 105 and 106.01) to a level that the City can maintain with existing allocated
funds. If awarded, staff proposes to perform work on 26 vacant City -owned lots along the north
side of Linden Avenue. This area has an immediate proximity to Mercy Hospital, a 22 -acre
vacant parcel to the north of Benton Airpark, and approximately 211 acres of land encompassing
the south and west areas of Benton Airpark.
In addition to the MIT -RIP grant request, the MIT -PPS Program funds are available to assist
eligible local jurisdictions with mitigation -related planning and public services needs to support
risk reduction from wildfire, flooding, and earthquake hazards. MIT -PPS funds may be used to
create projects that address risks to community lifelines that support human health and safety and
provide mitigation for individual and community-based systems. Staff proposes to apply for up
to $2,000,000, and if awarded, partner with multiple City departments to develop a community
outreach program and mitigation planning activities designed to lessen the future risk of wildfire.
Environmental Review
Applying for grant funding is not considered a project under the California Environmental
Quality Act (CEQA). Any project that is developed will be reviewed for CEQA compliance once
the details are known.
Under the National Environmental Policy Act (NEPA), administrative and management
activities such as applying for grant funding are considered exempt activities and no further
action is required. Any construction projects will be reviewed for NEPA requirements if awarded
funding by the State of California.
