Fiscal Impact The Redding Aquatic Center 50 -Meter Pool Improvement Project (Project) was funded by the General Fund. The total project cost is $1,255,347 and includes surveying, design, bidding, construction, field engineering, inspection, and contract administration. Alternative Action The City Council (Council) may choose not to accept the project as satisfactorily complete, and advise staff on how to proceed. Background/Analysis On November 2, 2021, the Council awarded a construction contract for the project to Western Water Features, Inc. for $908,765 and approved a $110,000 construction contingency fund. Also authorized was $118,000 for contract administration and construction inspection fees, and $50,000 for project development costs. The City Manager was authorized to approve additional increases in either the construction management or construction contingency amounts up to $15,000, for a total authorized project amount of $1,201,765. Project development costs include engineering, environmental, and consultant services. The project warranty period expires one year from the completion date. Subsequently, the Public Works Department filed a notice of completion with Shasta County. During construction, additional funds were requested or transferred to cover the costs of change orders as detailed in the attached reports. Additional funds included an increase of $20,000 to the construction management budget and $145,000 to the construction contingency budget to fund change orders, for a new total authorized amount of $1,351,765. During construction, there were six change orders in the amount of $239,582 leaving a balance of $15,418 in the contingency fund. The final project cost was $1,255,347. The project included the removal of existing 50 -meter pool plaster and tile, as well as the removal of the activity pool water slide. Environmental Review This action is not a project as defined by the California Environmental Quality Act (CEQA). On November 2, 2021, Council determined that the project is categorically exempt from environmental review under CEQA Guidelines, pursuant to Section 15301, and no further action is required. The low bid in the amount of $908,765 was received from Western Water Features, Inc., of El Dorado Hills, California. The engineer's estimate was $1,100,000. Total project development costs for this project are estimated to be $50,000. Project development costs include engineering, surveying, right-of-way, environmental, consultant services, and permit fees. There is $1,800,000 budgeted for the total project. This project includes the removal of the existing 50 -meter pool plaster and tile, in addition to the removal of the activity pool water slide. The project will install new plaster, tile, activity pool water slide, and complete water slide refurbishment. Staff has determined that the project qualifies as Categorically Exempt from environmental review under California Environmental Quality Act Guidelines Section 15301. The project area does not have significant values for wildlife habitat or other environmental resources, and the project has no potential to have a significant effect on the environment. Fiscal Impact The Redding Aquatic Center 50 -meter Pool Improvement Project is being funded by the General Fund. The proposed $150,000 increase in funding is available in the existing allocation for the project in the Parks Division Budget. The total project cost, including the proposed increase, is expected to be $1,950,000. APPROVED Report to Redding City Council February 15, 2023 Re: 4.11(x) --Approve Increase to Project Budget for Redding Aquatic Center 50 Meter Improvement Project Page 2 During the course of construction, conditions in the field warranted design revisions to meet the original project intent. After the resurfacing of the 50 -meter pool was completed, the water -stop in the expansion joint failed. The pool is leaking a significant amount of water and will continue to do so until it is repaired. The consultant design team recommends replacing the expansion joint with a poured -in place repair. The scope of work for this repair includes the following: providing daily moisture conditioning to the new plaster finish, saw -cutting the old expansion joint (approximately 40" wide by 95 feet), removing and disposing of concrete, placement of dowel in new rebar, using shotcrete in new concrete section, tiling of new sections to match existing sections, repairing any damaged plaster areas (if needed), and finally filling and balancing the pool. The noted changes will result in the contract bid item exceeding the bid quantity and the additional time needed will increase the construction management services required. The additional work will cause the project budget to exceed the awarded amounts. An additional $150,000 is requested to cover increases to the construction contingency ($130,000) and construction management ($20,000) project components.
