Storm Drain Project
Recommendation
Accept Bid Schedule No. 5258 (Job No. 2488), Hollow Lane Storm Drain Project, awarded to
Lakmann Builders, Inc., as satisfactorily complete, with a final cost of $883,071.
Fiscal Impact
This project was funded by Storm Drain Maintenance Funds. The total project cost is $883,071
and includes surveying, design, bidding, construction, field engineering, inspection, and contract
administration.
Alternative Action
The City Council (Council) may choose not to accept the project as satisfactorily complete, and
advise staff on how to proceed.
Background/Analysis
At its meeting on January 24, 2022, the Council awarded a construction contract to Lakmann
Builders, Inc. for $536,526 and approved a $54,000 construction contingency fund. Also
authorized was $98,000 for contract administration and construction inspection fees, and
$210,000 for project development costs. The City Manager was authorized to approve additional
increases in either the construction management or construction contingency amounts up to
$15,000, for a total authorized project amount of $913,526. Project development costs include
engineering, environmental, and consultant services.

Lakmann Builders, Inc. has completed all items of work on the Hollow Lane Storm Drain
Project as of November 4, 2022, which was within the contract time frame. However, shortly
after all items of work had been completed by the contractor, a nearby property used for staging
developed flooding and drainage issues, ultimately requiring additional work and repairs by the
contractor that could not be commenced until the next spring. The necessary work and repairs
were successfully completed in July of 2023.
During construction, there were four change orders and contract item changes in the amount of
$34,175 leaving a balance of $19,825 in the contingency fund. The final project cost was
$883,071.

The project consisted of replacing deteriorating double 66 -inch corrugated metal pipe(s) with a
14 -foot by 5 -foot reinforced concrete box culvert at the Dry Gulch Creek crossing of Hollow
Lane. The project also included replacing 260 linear feet of 8 -inch sanitary sewer pipe,
earthwork, asphalt concrete paving, curb, gutter, sidewalk, storm drain inlets and other
miscellaneous items of work.
Environmental Review
This action is not project as defined by the California Environmental Quality Act (CEQA). On
May 5, 2020, after considering public comments and alternative actions, Council adopted the
Mitigated Negative Declaration, the Mitigation Monitoring Program, and approved the project,
thereby satisfying the requirements of CEQA. No further action is required.

Recommendation
Authorize the following actions relative to Bid Schedule No. 5258 (Job No. 2488), Hollow Lane
Storm Drain Project:
(1) Award to Lakmann Builders, Inc., in the amount of $536,526;
(2) Approve an additional $98,000 to cover the cost of administration and inspection fees;
(3) Approve $54,000 to provide construction contingency funding;
(4) Approve $210,000 for project development including environmental and permits; and
(5) Authorize the City Manager to approve additional increases in either the construction
management or construction contingency amounts up to a total of $15,000.
Fiscal Impact
Sufficient Storm Drain Maintenance funds have been budgeted for Fiscal Year 2021-22 to pay
for this project.

project within the approved budget.

The City Council (Council) may choose not to award Bid Schedule No. 5358 to Lakmann
Builders, Inc., and direct Storm Drain maintenance crews to continue monitoring the adjacent
sink hole and backfill as needed. Roadway failure on this single access road would eliminate
access to approximately 27 homes.
Background/Analysis
Attached is the tabulation of bids received and opened on January 6, 2022, for the Hollow Lane
Storm Drain Project (Project). The low bid in the amount of $536,526 was received from
Lakmann Builders, Inc., a local Redding, California company. The engineer's estimate was
$500,000. Total project development costs for this project are estimated to be $210,000. Project
development costs include engineering, environmental with permits, right of way acquisition and
consultant services.
