SUBJECT: 4.11(a) --Authorize the Purchase of One 2024 Kenworth T380 Chassis Using
Sourcewell Contract Pricing and One 2023 or Newer Service Body
Recommendation
Authorize and approve the following for the City of Redding Solid Waste Utility:
(1) Authorize the purchase of one 2024 Kenworth T380 chassis using Sourcewell contract
pricing with a net delivered cost of $124,050.59 including all applicable taxes and fees;
(2) Award Bid Schedule 5441 to the apparent low bidder Interstate Assembly Systems for
the purchase of one 2023 or newer Heavy Equipment Service Body with Crane (Service
Body) with a net delivered cost of $192,889.13 including all applicable taxes and fees;
and
(3) Authorize the City Manager to approve future pricing adjustments, terms, and policy
changes as needed due to inflation and unstable economic conditions up to a total of
$30,000.
Fiscal Impact
Funding for the acquisition of this service truck was planned for in the West Central Landfill
Rolling Stock Replacement Fund and approved by the Solid Waste Disposal Committee in June
of 2023.
Alternative Action
The City Council could choose not to authorize the purchases as recommended and provide
alternate direction to staff.

Background/Analysis
The City of Redding (City) is responsible for performing daily operations at the West Central
Landfill which is a 1,200 -acre site located in Igo. The service truck is an essential piece of
equipment used by the mechanics to perform maintenance and repairs on heavy equipment at
various locations throughout the site (Leachate ponds, scale house, pump house and methane
flare). A properly sized and equipped service truck provides staff a mobile vehicle, equipped
with many of the tools needed to make repairs in the field, away from the shop. It is more
efficient for most repairs to be done in the field, instead of transporting slow moving equipment
to the shop. Mobile maintenance is being utilized even more than in the past, given that the
working face is moving further from the shop location as the landfill grows in size. The new
service truck will replace the existing unit (a 1992.Ford F800; approximately 32 years old) that
has reached the end of its expected lifecycle and is undersized for current operations as the
existing unit's crane limits the repairs that can be performed in the field.
Staff recommends purchasing the Kenworth T380 off the Sourcewell contract due to the cost
savings realized through cooperative agreements. The Sourcewell contract was competitively
bid. In addition to being an industry standard, using the Sourcewell contract to purchase
equipment saves significant staff time needed to prepare bid specifications and solicit individual
quotations from vendors. The City also receives a significant price discount due to economies of
scale realized through the volume of purchases on a multi -agency cooperative contract.
The service body was put out to competitive bid with three bid opportunity notices distributed to
potential vendors, in addition to posting on the City's website and advertising in the Record
Searchlight. Two bid responses were received; the apparent low bid in the amount of
$192,889.13 was submitted by Interstate Assembly Systems.
Environmental Review
This activity is not a project as defined by the California Environmental Quality Act, and no further
action is required.
