Fiscal Impact Sufficient funds to cover the cost of the work are available in the Stillwater Business Park Infrastructure account. Alternative Action City Council may choose not to approve construction of the utility joint trench or authorize the use of other City of Redding (City) funds for the joint trench work. Background/Analysis Lot 6 in the Stillwater Business Park was split following the completion of the infrastructure and to potentially attract more buyers to smaller lots. Lot 6A and lot 6B were created due to the lot split. In August 2023, lot 6A was sold to Redding Venture Partners LLC (developer) and the site now has an active building permit for a distribution facility. The developer for lot 6A reached out to the City in regards to the costs they were going to incur to bring underground utilities to the subject property. The City advertises the Stillwater Business Park properties as shovel and utility ready. Due to the lot split, utility connections were not performed or considered. This left lot 6A without necessary utility connections. Report to Redding City Council February 15, 2024 Re: 4.1(a) --Approve construction of joint trench in Stillwater Business Park for Lot 6A Page 2 Various options to bring utilities to the property were explored and the most cost-effective solution is to bring utilities directly to the site through a perpendicular crossing in front of 5300 Venture Parkway. The cost estimate for the joint trench is $40,000 to $80,000. Staff will work with other utility providers such as Pacific Gas and Electric Company for the joint trench. Completing the joint trench will assist the City with completing our Stillwater Business Park readiness and the developer with the necessary underground utilities to serve their development. Environmental Review On June 6, 2023, City Council determined that the Redding Electric Utility Trench and Excavation Contract and associated project activities are categorically exempt from review under the California Environmental Quality Act, pursuant to Section 15301 — Existing Facilities, Section 15302 — Replacement or Reconstruction, and Section 15303 — New Construction or Conversion of Small Structures. No further action is required. Council Priority/ City Manager Goals • This item is a routine agenda item Attachments Previous Staff Report -6-6-2023 C IT Y OF REMDINO�" AN CITY OF REDDING REPORT TO THE CITY COUNCIL MEETING DATE: June 6, 2023 FROM: Nathan Aronson, Assistant ITEM NO. 4.5(b) Director of Electric Utility ***APPROVED BY*** 114i ity 5`24,20W3ppzti,`i ani i naronson@cityofredding.org I btippin@cityofredding.org SUBJECT: 4.5(b) --Award Bid Schedule No. 5365, Electric Utility Trench and Excavation Recommendation Authorize the following relative to Bid Schedule No. 5365 for furnishing electric utility trench and excavation work: (1) Award to Iron Mountain General Engineering, Inc., at the bid unit prices, for a total amount of $822,800; (2) Authorize the City Manager, or designee, to approve contingency funding in the amount of $164,560 in addition to the awarded amount; (3) Authorize the Electric Director to extend the bid award, if mutually agreeable with all prices, terms, and conditions remaining the same, for two additional one-year periods; and (4) Find the project categorically exempt from review under the California Environmental Quality Act Guidelines, pursuant to Section 15301 — Existing Facilities, Section 1.5302 — Replacement or Reconstruction, and Section 15303 — New Construction or Conversion of Small Structures. Fiscal Impact Funds have been allocated within Redding Electric Utility's (REU) General System Improvements Fiscal Year 2024-25 biennial budget to cover these costs plus the contingency. Alternative Action The City Council could choose not to award the bid and provide staff with alternate direction. Background/Analysis This is a routine bid for procurement of services to provide electric utility excavation and associated work for the period of one year after the execution of the contract. Utility excavation and related work will be performed as needed, subject to the availability of budgeted funds. Report to Redding City Council June 1, 2023 Re: 4.5(b) --Award Bid Schedule No. 5365, Electric Utility Trench and Excavation Page 2 Utility excavation is an ongoing need and is necessary to support residential and commercial development and to support repairs and rebuilds of existing electric utility facilities. To streamline future procurement efforts, staff recommends extending this bid award for two additional one-year terms. On April 20, 2023, two bids were opened for utility excavation work, as shown on the attached bid tabulation form. Iron Mountain General Engineering, Inc., submitted the low bid for the evaluated total of $822,800, which complies with the specifications and general conditions. The engineer's estimate for this bid was $717,700. Environmental Review Staff has determined that the project is categorically exempt from review under the California Environmental Quality Act Guidelines, per Section 15301 — Existing Facilities, Section 15302 — Replacement or Reconstruction, and Section 15303 — New Construction or Conversion of Small Structures. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. Class 2 exemptions consist of replacement or reconstruction where the new structure will be located on the same site and will have substantially the same purpose and capacity. Class 3 exemptions consist of construction and location of new small facilities and equipment, or conversion of existing structures. The trenching and excavation contract will support REU's effort to maintain, replace, upgrade, and construct small new facilities and convert existing service systems. The actions will occur in previously disturbed areas, have substantially the same purpose and capacity, and result in a negligible expansion of use. The project has no potential to have a significant effect on the environment. No further actions are required. Council Priority/City Manager Goals This agenda item is a routine operational item.
