A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
DECLARING PROPERTY AS EXEMPT SURPLUS PROPERTY,
SUBJECT TO THE RETENTION OF ANY EASEMENT(S), IF REQUIRED,
FOR PUBIC SERVICES UTILITIES AND AUTHORIZING THE CITY
MANAGER, OR DESIGNEE, TO NEGOTIATE THE TERMS OF THE
SALE OF SAID PROPERTY AND EXECUTE ANY OTHER DOCUMENTS
NECESSARY TO EXECUTE THE SALE WITH THE BUYER
WHEREAS, the City of Redding is the owner of real property (the "Property") described
in Exhibit "A" and depicted in Exhibit "B;" and
WHEREAS, the subject property is used as excess right of way; and
WHEREAS, the Surplus Property Act (California Government Code section 54220 et
seq.) provides guidelines for localities to follow regarding the sale and lease of City -owned
property; and
WHEREAS, Government Code section 54221(b) requires that a local agency shall, at a
regular public meeting, declare land as either "surplus land" or "exempt surplus land" before it
may take any action to dispose of the land; and
WHEREAS, the surplus property meets the definition of "Exempt" under Government
Code Section 54221 (f)(1)(13): "Surplus land that is less than one-half acre in area and is not
contiguous to land owned by a state or local agency that is used for open -space or low- and
moderate -income housing purposes;" and
WHEREAS, the property is approximately 11,302 square feet or approximately 0.25
acres; and
WHEREAS, the property is not listed in a coastal zone, adjacent to a historical unit of the
State Parks System, listed or determined by the State Office of Historic Preservation to be eligible
for the National Register of Historic Places, or within the Lake Tahoe region as defined in Section
66905.5, as described in Government Code section 54221(f)(2)(B).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES
HEREBY RESOLVE THAT:
1. The above recitals are true, correct, and are adopted herein as findings of fact.
2. The Property is declared exempt surplus property, subject to the retention of any
easement(s), if required, for public service purposes.
3. Sale of the Property by the City is categorically exempt from the requirements of the
California Environmental Quality Act (CEQA) pursuant to Section 15312 of the CEQA
Guidelines (Surplus Government Property Sales).
I HEREBY CERTIFY that the forgoing resolution was introduced at a regular meeting
of the City Council of the City of Redding on the 2nd day of April, 2024, and was duly adopted at
said meeting by the following vote:

All that certain real property in the City of Redding, County of Shasta, State of
California, being in Sections 3 and 10, Township 31 North, Range 4 West, M.D.M. and
being a portion of Location "B" as described in the Relinquishment of State Highway in
the County of Shasta, Road 02 -SHA -44-2.9R-1 1.OR Request No. 201 recorded March
5, 1965 in Book 826 of Official Records at Page 160, Shasta County Records,
described as follows:
BEGINNING at the most easterly corner of Parcel 2 as described in the Grant Deed to
the State of California recorded April 10, 1963 in Book 740 of Official Records at Page
295, Shasta County Records;
Thence along the southeasterly line of said Parcel 2 South 73037,40" West, 230.80 feet
to an angle point in said southeasterly line;
Thence along the northeasterly extension of said southeasterly line North 23'37'12"
East, 69.24 feet;
Thence leaving said northeasterly extension along a tangent curve to the right, having a
radius of 50.00 feet, through a central angle of 66037'47", an arc distance of 58.15 feet;
Thence South 89'45'01" East, 146.33 feet to a point on the East line of Parcel 8 as
described in the Final Order of Condemnation recorded December 23, 1963 in Book
769 of Official Records at Page 405, Shasta County Records;
Thence along said East line South 0'05'18" East, 27.70 feet to the North line of said
Parcel 2;
Thence along said North line South 89045' 01" East, 1.30 feet to the POINT OF
BEGINNING.
Containing 11,302 square feet, more or less.

295.
