RESOLUTION OVERRULING PROTESTS
NORTH BONNYVIEW AREA SEWER ASSESSMENT DISTRICT NO. 1978-1
The City Council of the City of Redding resolves :
On September 18 , 1978 , the City Council opened a
public hearing on the resolution and the engineer ' s report on
the proposed improvement in North Bonnyview Area Sewer Assess-
ment District No. 1978-1 .
At or before the time set for hearing, certain interested
persons made written protests or objections to the proposed improve-
ment, the extent of the assessment district or the proposed assess-
ment.
The City Council hereby overrules each of these written
protests , together with all protests and objections presented
orally.
The City Council finds that the written protests against
the proposed improvement (including all written protests not with-
drawn in writing before the conclusion of the protest hearing) were
made by the owners of less than one-half of the area of the land
to be assessed for the improvement.
After having closed the public hearing on September 18 ,
1978 , the City Council adopted its Resolution No. 78-168 , rejecting
construction bids received and calling for new construction bids
to be received on October 24 , 1978 , at 3 : 00 P.M. All bids were
rejected due to the fact that the only bid received substantially
exceeded the engineer ' s cost estimate .

On November 6 , 1978 , the City Council adopted its
Resolution No. 78-205 directing the filing of an Amended Engineer ' s
Report to revise the cost estimate and to set forth an amended
assessment spread , in which some of the individual assessments
were increased.
The Amended Report was filed , and the Council then
adopted its Resolution No. 78-206 , accepting the Amended Report
and fixing the time and place for a further public hearing on
the proposed increases in assessments .
On December 4 , 1978 , the City Council opened and con-
ducted the further public hearing and provided an opportunity for
any interested person to be heard on any aspect of the assessment
proceedings , with particular reference to the proposed increases
in assessments .
At or before the time set for hearing , certain interested
persons made written protests or objections to the proposed improve-
ment, the extent of the assessment district, or to the proposed
increases in the special assessments .
The City Council hereby overrules each of these written
protests , together with all protests and objections presented
orally.
The City Council finds that the written protests against
the proposed improvement (including all written protests not with-
drawn in writing before the conclusion of the protest hearing) were
made by the owners of less than one-half of the area of the land

I HEREBY CERTIFY that the foregoing resolution was duly
and regularly adopted by the City Council of the City of Redding ,
Shasta County, California , at a regular meeting thereof, held on
the 4th day of December , 1978 , by the following vote , to wit:
AYES : Councilmembers Fulton, Gard, Kirkpatrick, and Demsher
NOES : Councilmembers None
ABSENT: Councilmembers Pugh
