RESOLUTION NO. 2004-100
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING APPROVING AND AUTHORIZING THE DIRECTOR OF
SUPPORT SERVICES TO EXECUTE A CONTRACT WITH CAL-AIR
FOR HEATING, VENTILATION, AND AIR CONDITIONING
MAINTENANCE
WHEREAS, on April 20, 2004, the City Council authorized staff to enter into a short term contract
with Cal-Air for repair and maintenance of Heating, Ventilation, and Air Conditioning ("HV AC"); and
WHEREAS, the short term contract would have allowed staff to complete negotiations to secure the
employment of an HV AC technician; however, the candidate chosen by staff declined the City's offer for
employment; and
WHEREAS, the City does not have sufficient time to re-recruit for an HV AC technician due to the
approach of the summer months; and
WHEREAS, Cal-Air has proposed a fixed-price contract for maintenance and repair which will
compare favorably to the City's historical costs for maintenance and repair; and
WHEREAS, the proposed contract price is less than that presently budgeted to cover the cost of
HV AC maintenance and repair needs; and
WHEREAS, Cal-Air has been providing all HV AC services since February, 2004; and
WHEREAS, Redding Municipal Code 9 4.20.120 provides that the City Council may authorize the
execution of a contract for services without any previous publication or posting of notice inviting bids if the
City Council finds that the service is of peculiar or specialized nature and/or for emergency services.
NOW, THEREFORE, IT IS RESOLVED that the City Council of the City of Redding:
1. Finds that Cal-Air's services are of a specialized nature, that the immediate hire ofCal-Air will assure
continued service thereby avoiding emergency situations that may arise due to the onset of the summer
months, and that the execution of a one year contract will provide sufficient time to test the
effectiveness of full outsourcing of HV AC maintenance and repair services.
2.
Authorizes the Director of Support Services to execute a contract for HV AC services for the period
of one year with Ca1-Air.
