RESOLUTION NO. 2004-99
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING AMENDING ITS SCHEDULE OF FEES AND
SERVICE CHARGES.
WHEREAS:
A. On October 4, 1988, by Resolution 88-364, the City Council adopted a Schedule of Fees
and Service Charges (Schedule), which has been subsequently amended from time-to-time.
B. Pursuant to said resolution, the City Manager is authorized and directed to revise,
supplement and maintain the Schedule so that it will be, to the greatest extent possible, a
comprehensive list of fees for City permits and services; and that a fee that is not on the Schedule
will not be invalid but should be made a part thereof at the earliest possible time.
C. It is the desire of the City Council that all City services be self-supporting and not
subsidized as to their operational costs by revenues raised through the imposition of ad valorem taxes
or other sources of revenue.
D. On an annual basis and in accordance with City Council Policy 802, on June 15, 2004,
the Administrative Services Department submitted to the City Council proposed increases and
changes in the Schedule as indicated in bold type and overstriking in the Schedule attached and made
a part hereof by this reference.
E. A public hearing on the proposed increases and changes was held on this date, prior to
the adoption of this resolution.
NOW, THEREFORE, the City Council ofthe City of Redding FINDS, DETERMINES,
and RESOLVES as follows:
1. With respect to the proposed changes in fees and charges and/or new fees as indicated in
bold type and overstriking in the attached Schedule, the City Council finds and determines that:
a. The fees and charges previously established by resolution continue to be reasonably
related to the cost of providing the specific services f?r which the fees are charged,
except as modified herein. The modifications reflect the increases or decreases in the
costs of providing the specific services related to the charges.
b. The new fees are reasonably related to or are less than the cost of providing the specific
service for which the fee is to be charged, and is necessary to cover the City's costs of
providing the service.
c. The provisions of the California Environmental Quality Act do not apply to the new or
increased fees, which are for the purpose of meeting operating expenses or a portion
thereof.
d. The proposed new fees and increases will not exceed the governmental costs in
providing said services in fiscal year 2004-2005.

attached Schedule of Fees and Service Charges, to cover the City's costs of providing the services.

of used computer equipment and the removal and
disposal of toner. The costs will be based on the
price that the City can negotiate for the purchase
of used computer equipment plus labor, materials,
storage, handling, and marketing costs when the
City can find a buyer that will payfor used
equipment. Capital cost for site development will
not be included in the fees. In the event the city
has to pay a recycler to take the used equipment,
the fees will be discounted and the used equipment
shall be treated and charged the same fee as waste
going to the landfill.

The Solid Waste Utility shall sell any compost it
[produces directly to customers for not less than the
average retail value of three local, retail outlets
that sell equivalent compost. Each May, a survey
will be conducted to establish price. If there is not
a comparable compost on the market, the Solid
Waste Director will set the price, based on a
reasonable cost recovery and to minimize the
amount of grass to be buried at the landfill. A
discount of up to /5% may be providedfor
!,purchases in excess of 4 cubic yards.
