RESOLUTION NO. 2004-77 e
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ACCEPTING THE ACTION PLAN FOR 2004-05 AND AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO SIGN ALL THE NECESSARY DOCUMENTS
AND SUBMIT THE ACTION PlLAN TO THE U.S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT.
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) has informed the City of
certain amendments to 24 CFR Parts 91, 92, 570, 576, and 968; and:
. WHEREAS, such amendments mandate the development and submission of an Action Plan in order for
the City to continue in certain HUD programs; and
WHEREAS, the City has prepared an Action Plan according to HUD specifications as to form and
content; and
WHEREAS, following the required notices in accordance with law, the City Council of the City of
Redding has held a public hearing on the proposed Action Plan; and
WHEREAS, the City Council has considered all public comments received regarding the proposed
Action Plan; and
WHEREAS, the City Council has studied the certifications required by HUD in connection herewith and
has agreed to same.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding as follows:
1. The City Council does hereby accept the Action Plan for 2004-05, as shown on Exhibit A
attached hereto.
2. The City Council does hereby direct the City Manager or his designee to sign all necessary
documents, including certifications, on behalf of the City and to forward the Action Plan to the U.S. Department
of Housing and Urban Development.
I HEREBY CERTIFY that the foregoing resolution was introduced and read at a regular meeting of the
City Council of the City of Redding on the 4th day of May, 2004, and was duly adopted at said meeting by the

PROPOSED USE OF HOME FUNDS FOR THE 2004-2005 PROGRAM YEAR
HOUSING PROGRAM ACTIVITIES
New ConstructionlAcquisition - Multi- family rental units $381,000
Nature of Activity: This activity will assist in the acquisition and/or construction of 10-15 multi-family
rental units to increase the community's stock of affordable housing. Project priority will be given to
mentally-disabled and developmentally-disabled, low-income tenants as part of two proposed projects
(one sited on Bechelli Lane and the other sited on Parkview Avenue). As a new HOME-funded activity
for Redding, projects will be evaluated on a case-by-case basis and are subject to City Council
approval.
HOME Rental Program (HRP) $180,000
Nature of Activity: The City of Redding HOME Rental Program provides long-term, low-interest loans
to owner-investors of rental properties to upgrade units occupied by low income tenants. This activity
includes rehabilitation with or without acquisition and will assist 8-14 income eligible families.

PROPOSED USE OF CDBG FUNDS FOR THE 2004-2005 PROGRAM YEAR
PUBLIC SERVICE ACTIVITIES
Veterans Recovery Project - Transitional Housing $7,200
Nature of Activity: Activity will provide a continuum of assistance for homeless veterans housed at their
transitional housing site. Funds will pay for food, utilities, transportation, and consumable supplies.
Shasta Senior Nutrition Program - Emergency Food Program $10,800
Nature of Activity: Activity will provide an emergency three-day supply offood for lower-income families and
individuals. Funds will pay for food costs and the copying of applications and handouts.
Shasta County Women's Refuge - Shelter Facility $36,566
Nature of Activity: Activity will provide for personnel and facility costs related to maintaining the ongoing
operation of the shelter facility for battered and abused families.
People of Progress - Emergency Assistance Program $18,000
Nature of Activity: Activity will provide for a portion of staff costs for the Emergency Assistance Program,
the Food Bank Programs, and for the tabulation and reports for the Homeless Survey Coordination project.
City of Redding - Plunge Pass Program and Recreation Scholarship Program $16,200
Nature of Activity: .Activity will provide low-income children with five free swim passes and scholarships to.
recreational programs offered by the City's Recreation Department. Both programs allow low-income children
to participate in safe, supervised, and healthy recreational activities.
FaithWORKs - Transitional Housing $7,200
Nature of Activity: Activity will help pay personnel costs for the case manager at the transitional housing
complex for homeless families. The facility is to open in December 2004.
Shasta County Arts Council - Adopt-A-Class Program $9,000
Nature of Activity: Activity will provide for payment of bus fees to transport low-income students to concerts
and educational workshops at the Redding Convention Center. Funds will also pay for the design and printing
of performance schedules, data collection and evaluation, liaison activities, and promotional materials for the
media.
Youth Violence Prevention Council- Youth Programs $9,000
Nature of Activity: Activity will help provide for personnel costs of a case management staff position for the
Youth/Peer Court/Peer Support Program. Approximately 120-140 youth offenders will be diverted from the
formal juvenile justice system through this program.
Family Service Agency - The HART Center $22,500
Nature of Activity: Activity will help with the basic support of the HART Center Shelter for runaway youth,
homeless youth and youth in crisis including facility operational, administrative, and personnel costs.
Shascade Community Services, Inc. - Vision Resource Center $2,434
Nature of Activity: Activity will provide for in-home rehabilitation services and adaptive aids to improve daily
living for low-income individuals who are disabled due to visual impairment.
Fair Housing Activity $12,000
Nature of Activity: The Housing Division of the City of Redding facilitates a Fair Housing Workshop and
community awareness and provides a referral service to individuals who have fair housing questions.

City of Redding - Parkview Avenue Streetlights $160,000
Nature of Activity: Funds will be used to install twenty-six streetlights along both sides of Parkview A venue.
City of Redding - Henry Avenue Improvements $114,550
Nature of Activity: Funds will be used for infrastructure improvements along Henry Avenue in the Martin
Luther King, Jr. (MLK) Neighborhood to include installation of curb/gutter/sidewalk, completion of a cul-de-sac
turnaround, and an entrance driveway at the street frontage of a City-owned lot on the street.
City of Redding - ADA Wheelchair Ramps $50,000
Nature of Activity: Funds will be used to construct ADA wheelchair ramps at approximately seventeen
locations within the Garden Tract Neighborhood, mainly along South Street and Canal Drive.
City of Redding - ADA at River Front Park near the Redding Convention Center $15,074
Nature of Activity: Funds will be used for ADA improvements and accessibility to the restrooms at the river
front park and boat launching facility near the Redding Convention Center.
City of Redding - ADA Caldwell Park Recreation Center .$35,000
Nature of Activity: Funds will be used to provide ADA improvements as part of the renovation of the
restrooms at the Caldwell Park Recreation Center.
City of Redding - ADA at City Hall Plaza $75,000
Nature of Activity: Funds will be used to provide ADA walkways and accessibility to the plazas in the
northeast three-plus acres of land at the Redding Civic Center.
