LANDSCAPE MAINTENANCE DISTRICT "E"
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
INITIATING PROCEEDINGS FOR THE FORMATION OF TERRITORY
INTO A LANDSCAPE MAINTENANCE DISTRICT TO BE KNOWN AS
LANDSCAPE MAINTENANCE DISTRICT "E."
WHEREAS, on October 23,2003, a Petition and Consent for the Formation of Territory into
a Landscape Maintenance District, and to the Levy and Collection of Assessments Therein Pursuant
to the Landscaping and Lighting Act of 1972, was signed by the owner of the land, California
Physician's Service doing Business as Blue Shield of California, of all of the territory more
particularly hereinafter described; and
WHEREAS, said Petition and Consent was filed with the City Clerk of the City of Redding;
and
WHEREAS, the territory proposed to be formed into a landscape maintenance district, to be
designated LANDSCAPE MAINTENANCE DISTRICT "E," is described as follows:
All of that certain real property situate in the City of Redding, Shasta County,
California, being Assessor's Parcel Number 070-170-024, and described also as
Parcel B per Property Line Adjustment PLA-21-02 by the City of Redding on Shasta
County Recorder's instrument number 2002-0037873 as shown on the map recorded
July 26, 2002, Shasta County Records; and
WHEREAS, the purpose of the District is to provide maintenance to those landscaping
improvements required within the public right-of-way by the conditions of development approval
of the spheres and areas contained therein, incorporated herein by reference; and
WHEREAS, no costs for the capital improvements will be assessed against land within the
proposed district; all costs of improvements being a condition of the development of said Sphere;
and
WHEREAS, only costs for maintenance oflandscaping, repairs to the irrigation system, electric
and water charges, replacement of vegetation as necessary, and any and all incidental expenses,
including administrative costs and a contingency fund, in connection therewith will be assessed,
including a contingency for an annual, automatic, cost escalation, which shall be tied to the
Construction Cost Index from the most recent January Engineering News Record and shall become
effective July 1,2005 and every July thereafter; and
WHEREAS, this Resolution is made in satisfaction of those requirements set forth in the
Streets and Highways Code Section 22585;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of
Redding as follows: ~

That the City council.poses to form LANDSCAPE MAINAANCE DISTRICT "E"
pursuant to the Landscaping and Lighting Act of 1972 (Section 22500 and following, Streets
and Highways Code) for the maintenance of the improvements set forth above.

3. That the City Engineer is hereby directed to prepare and file a Report with the City Clerk in
accordance with Streets and Highways Code Section 22565 et seq.
I HEREBY CERTIFY that the foregoing resolution of intention was introduced, read and
adopted at a regular meeting of the City Council on the 4th day of May, 2004, by the following vote:
