Recommendation
Accept oral report regarding the City of Redding Development Services discretionary permitting
process.
Fiscal Impact
There is no impact to the General Fund by accepting the oral report.
Alternative Action
City Council (Council) could choose not to accept the oral report and provide other direction to
staff.
Background/Analysis
At a past meeting, citing some concerns over the finished look of recent construction projects,
Council requested that staff give a presentation outlining the development permitting process.
Specifically, Council was interested in the discretion used when reviewing development
proposals and what authority the City of Redding has to dictate the finished design of a project.
For this oral report, staff will provide a brief history of California land use policy and law,
summarize applicable codes and regulations, describe the discretionary permitting process for
zoning clearance, site development and use permits, and present four examples of recent
development projects.
Environmental Review
This is not a project as defined under the California Environmental Quality Act, and no further
action is required.
