Resolution Appropriating Funds
Recommendation
Authorize the following actions regarding Coronavirus Response and Relief Supplemental
Appropriations Act of 2021 funding:
(1) Accept additional grant funds awarded to the City of Redding for the Railroad Avenue
Study Project; and
(2) Adopt Resolution approving and adopting the 31" Amendment to City Budget
Resolution No. 2023-060 appropriating $110,190 for the project.
Fiscal Impact
Shasta Regional Transportation Agency (SRTA) has allocated $110,186 in Coronavirus
Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) grant funds to the
City of Redding (City) for the Railroad Avenue Study Project (Project).
Alternative Action
The City Council (Council) may choose not to accept the additional grant funding. In this case,
the City would lose $110,186 in grant funding for the project.
Background/Analysis
In 2021, Congress passed the CRRSAA to provide funding to regions affected by the pandemic.
SRTA received $1,380,046 for its 2022 Regional Transportation Improvement Plan and
$855,168 in Surface Transportation Block Grant Program (STBGP) funds.
Initially, SRTA approved $365,168 of the STBGP funds for an on-call engineering consultant to
help understaffed jurisdictions take advantage of funding opportunities. However, Caltrans and
California Transportation Commission staff advised SRTA that a more specific set of projects is
necessary to use the funds as intended. After a brief call for projects, SRTA allocated $110,186
to the City to study the Railroad Avenue corridor and the remaining funds were allocated to
Shasta County projects.

The study of the Railroad Avenue corridor will focus on the right-of-way needs to widen and
potentially add a mixed-use path and/or sidewalk. A large part of the study will be dedicated to
working with Union Pacific Railroad to determine fencing needs, right of way availability for
paved surfaces, and generally prepare the City for future grant opportunities. The project will
include preparing grant ready preliminary plans to improve the Railroad Avenue corridor.
Environmental Review
Funding acceptance is not a project as defined by the California Environmental Quality Act, and
no further action is required.
