Recommendation
Authorize the following actions regarding Carbon Reduction Program funding:
(1) Accept additional grant funds awarded to the City of Redding from the Shasta Regional
Transportation Agency for the California Street Bikeway Project; and
(2) Adopt Resolution approving and adopting the 30tih Amendment to City Budget
Resolution No. 2023-060 appropriating $500,000 for the project.
Fiscal Impact
Shasta Regional Transportation Agency (SRTA) has allocated $500,000 in Carbon Reduction
Program (CRP) grant funds to the City of Redding (City) for the California Street Bikeway
Project.
Alternative Action
The City Council (Council) may choose not to accept the additional grant funding. In this case,
the City would lose $500,000 in grant funding for the project and the City's Public Works
Department would need to close the funding gap with local streets funding or traffic impact fee
funds.
Background/Analysis
The CRP funds are available for five years, with 65 percent allocated as "Local" CRP to regional
agencies based on a population formula and 35 percent to state departments of transportation.
SRTA received CRP funding totaling $657,005 for fiscal years 2022/23 and 2023/24 and
administered the local CRP funds for the Shasta Region through a competitive process. As a
result, SRTA allocated the City $500,000 to augment the existing California Street Bikeway
Project.
This project will take place on the west side of California Street, spanning from Division Street
to Tehama Street. This is a project to improve both biking and pedestrian infrastructure and will

close a funding gap for the existing California Street project that was initially granted funds
through the Affordable Housing and Sustainability Communities Grant - Phase 1 for Downtown
Redding.
The project includes constructing a two-way Class IV bikeway and making various
enhancements, such as installing a raised concrete barrier island, reconstructing curb ramps,
creating bulb -outs, and improving visibility at crossings. The CRP funds for California Street
will help complete the California Street cycle track project enhancing active transportation
connections in the downtown core and increasing safety.
Environmental Review
Funding acceptance is not a project as defined under the California Environmental Quality Act
(CEQA), and no action is required at this time. Staff will request a CEQA determination from
Council when the contract is awarded for construction of the California Street Cycle Track Project.
