Curry West Central Landfill; and (2) Authorize the City Manager to approve future pricing adjustments, terms, and policy changes as needed due to inflation and unstable economic conditions up to a total of $30,000. Fiscal Impact Funding for the acquisition of this unit was approved by the Solid Waste Disposal Committee and adopted in the Fiscal Year 2023-25 Biennial Budget; therefore, there is no new fiscal impact to the Solid Waste Utility. Alternative Action The City Council may choose not to authorize the purchase using the Sourcewell contract and direct staff to use the competitive bid process. Background/Analysis The City of Redding (City) performs daily operations at the Richard W. Curry West Central Landfill. Dozers are primary pieces of equipment essential to performing the daily operational tasks. The City has two D6 dozers at the landfill that are used to push municipal solid waste, and construction and demolition materials from the working face to the fill area. They are also used for dirt work covering over the trash. These D6s are low ground pressure models which help during wet seasons to not tear up slopes, ramps, and working face areas. This new CAT D6 unit will replace a 2012 CAT D6T that currently has 12,064 hours and needs significant repairs resulting in overhauling. Report to Redding City Council January 30, 2024 Re: 4.11(b) --Authorize the Purchase One Caterpillar D6 Dozer Using Sourcewell Contract Pricing Page 2 Staff researched the option of overhauling the old unit and the quote was $515,404 with an estimated repair time of 12 weeks and does not include the estimated cost of $36,000 for a rental. unit during that time frame. Based on the cost of overhauling versus Sourcewell pricing of a new unit with warranty, staff recommends purchasing a new unit. Also, due to the harsh environment at the landfill, there are restrictions on the use of a rental unit that would have a significant negative impact to operations. This unit is available under a Sourcewell competitively bid contract. Sourcewell develops national competitive solicitations that meet or exceed local standards, and offers its members the benefits derived from cooperative purchasing. Using the Sourcewell cooperative contract to purchase equipment saves significant staff time needed to prepare bid specifications and solicit individual quotations from vendors. The City also receives a significant price discount due to the economies of scale realized through the volume of purchases on a multi -agency cooperative contract. Environmental Review This is not a project as defined under the California Environmental Quality Act, and no further action is required.
