HomeMy WebLinkAboutReso. 78-161 - Pertaining to Hours of Work, Overtime Compensation and Administrative Leave for Designated Management Positions of the City of Redding • RESOLUTION NO. %[5=/6 / A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING PERTAINING TO HOURS OF WORK, OVERTIME COMPENSATION AND ADMINISTRATIVE LEAVE FOR DESIGNATED MANAGEMENT POSITIONS OF THE CITY OF REDDING. WHEREAS, hours of employment and overtime compensation are presently covered in Resolution No. 75-64 , and WHEREAS, City staff has recommended that the City Council approve certain changes in the City ' s policies concerning hours of employment and overtime compensation and the establishment of a policy relating to administrative leave, and WHEREAS, the aforesaid recommendations are included in the attached "Exhibit A" , entitled "Administrative Leave" and in- corporated herein by reference , and WHEREAS , the City Council deems it to be in the best interests of the City of Redding to adopt such recommendations , NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding that pursuant to the authority established by the Redding Municipal Code, the City Council does hereby rescind' Resolution No. 75-64 , effective June 25 , 1978 , and hereby approves "Exhibit A" attached hereto and incorporated herein by reference as a substitute therefor, effective June 25, 1978. Attorney Amended by Res. 83 11 I V c ADMINISTRATIVE LEAVE As of du4y-1T-1975;-and the first day of each calendar year thereafter, forty (40) hours of administrative leave with pay shall be allocated to the City Manager and to each Department Head of the City. Such allocated leave may not be carried over to any subsequent year, if not used in the year of its allocation, and also shall not be compensable if not used. For clarification purposes , those positions covered by these provisions as of July 1 , 1978, 1975; are: City Clerk City Treasurer City Manager City Attorney Assistant City Manager Director of Public Works Director of Planning and Community Development Chief of Police Director of Electric Director of Personnel and Labor Relations • Fire Chief Director of Parks and Recreation Auditorium Director D4reeter-a€-Reereat€en Airports Manager Whenever any person other than one holding a covered position is first appointed to a covered position, he shall be allocated a prorated amount of administrative leave at that time, which has the same ratio to that time period between his appointment date and the end of the calendar year as a full year's allocation has to one year. It is the intent of the City Council that those persons holding a position covered by these provisions shall devote as much time to their positions as may be necessary for the efficient operation of the City government without compen- sation for overtime work a.nd without regularly scheduled hours or days of work.
