Aelating to: condemning Hamas' barbaric attack against Israel.
Whereas, on October 7, 2023., Hamas, a United States- d esig nated Foreign Terrorist Organization,
attacked Israel without provocation, murdering innocent civilians in a ground assault and launching
more than 4,500 rockets indiscriminately; and
Whereas, this heinous attack by Hamas terrorists resulted in the murder of hundreds of innocent
civilians of all ages; and
Whereas, the evil actions of these terrorists resulted in the death of at least 14 innocent Americans
well as many other foreign nationals; and
Whereas, Ha as terrorists have taken civilians hostage, resulting in the abhorrent and inhuma-n-e
treatment of innocent people, including many children and elderly people; and
Whereas., this massive act of terrorism took place during Shabbat and the Jewish holidays of Shernini
Atzeret/Simchat Torah and one day after the 50th anniversary of the start of the 1973 Yom Kippur War
against Israel. and
Whereas, the Israeli people have suffered a violent attack, clearly designed to maximize terror and harm
to civilians, resulting in the largest mass slaughter of Jews since the Holocaust; and
Whereas, this attack is yet another instance of the centuries -long persecution and anti-Semitism that
Jewish people have suffered; now, therefore, be it
Resolved by the assembly, the senate concurring, That the Wisconsin State Legislature condemns the
actions of Hamas' barbaric attack against Israel; and, be it further
Resolved, That the Wisconsin State Legislature calls on Hamas to immediately cease violent hostilities
and return all hostages unharmed: and. be it further

3 Whereas, Hamas, a United States -designated foreign terrorist
4 organization, launched a heinous series of coordinated v'ole---'-
5 attacks by air, land, and sea in Israel on October 7, 2023.
6 Thousands of rockets fired from Gaza fell on Israeli buildinas
7 indiscriminately, killing people in their homes and places of work.
8 Armed terrorists on motorcycles engaged in a massive door-to-doo-L
9 slaughter of civilians. Hamas militants stormed Israeli beaches by
10 motorboat. ParaQliders descended upon a music festival, where Hamas
11 terrorists mowed down hundreds of attendees with gunfire; and
12 Whereas, The tragic attack on October 7 left at least 1,401V
13 dead and 3,400 injured, with many victims dehumanized and paraded

on camera, their assailants recording their torture and mtur
2 Nearly 200 people were taken captive, including babies and
3 elderly, whose conditions are still not known. Among the casualties
4 are Americans, 31 killed and 13 missing, and many other foreign
5 nationals; an,_',
6 Whereas, More Jewish civilian lives were lost on October 7
7 than any single day since 1945. This attack was reminiscent of
8 other instances when Jews have been persecuted throughout history,
9 including the pogroms of the late 19th and early 20th centuries and
10 events during the Holocaust; and
11 Whereas, Michiganders are impacted by the events of October 7.
12 many with direct relations to the dead and wounded. This shared
13 grief and pain must compel residents of our state to demonstrate
14 support, compassion, and care for one another; and
15 Whereas, Hamasfs tyranny does not represent the views or
16 advance the aspirations of the many Palestinians who seek to live
17 in dignity and peace in a region mired in conflict; and
18 Whereas, United States President Joe Biden has publicly stated
19 that "we can't lose sight of the fact that the overwhelming
20 majority of Palestinians had nothing to do with Hamas and Hamas's
21 appalling attacks, and they're suffering as a result as well," and
22 "It's also a priority for me to urgently address the humanitarian
23 crisis in Gaza." United States Secretary of State Antony Blinken
24 has said "the United States and Israel have agreed to develop a
25 -plan that will enable humanitarian aid from donor nations and
26 multilateral organizations to reach civilians in Gaza - and them
27 alone - including the possibility of creating areas to help keep
28 civilians out of harms way. It is critical that aid begin flowing
29 into Gaza as soon as possible"; now, therefore, be it

Resolved by the Senate. That we condemn the terrorist

4 Resolved, That we affirm Israel's right to defend itself from
5 Hamas and other terrorists . and to -orevent future attacks; and h-1t---

9 Resolved, That we urge support for immediate access to refuge
10 for innocent civilians in Gaza who need refuge and call on our_

13 Resolved, That we affirm the dignity of all innocent civilians
14 impacted, Israelis and Palestinians, and join the long-standing
15 call for peace in the region; and be it further

17 stand with all Michicranders who have Israeli and Palestinian
18 cultural, religious, and familial roots, and decry all antisemitism
19 and Islamo-ohobia in our districts. our state, and across the Globe;

WHEREAS ', on October 7, 2023 terrorists launched a'horrif ic assault on the State of Israel from Hamas-
contro ' Iled Gaza, murdering hundreds of unarmed civilians, kidnapping dozens more including women.,
children, and the elderly; and
WHEREAS. the assault came 50 vears after the Yom Kippur War --another heinous attack on Israel -and as
Jews in Israel and the Diasoora celebrated the holidays of Sukkot and Shemini Atzeret/Simchat Torah,
and
WHEREAS, Hamas terrorists crossed the border into Israel and began the wholesale slaughter ot
unarmed civilians throughout the south of Israel,- killing at least 1200 innocent people in 24 hours in
what was the bloodiest day for world Jewry since the Holocaust; and
WHEREAS, since October 7, 2023, the death toll in Israel has grown to more than 1,200 - the worst
civilian massacre in Israel's history - and nearly 8,,500 Israelis injured to date, a devastating number in
country as small as Israel; and
WHEREAS,. Hamas terrorists kidnapped 240 innocent civilians, including women, children, and infants,
from Israel, of whom over 100 still remain, and forced them across the border into Gaza while torturing
them in multiple vicious methods; and
WHEREAS, the Hamas terrorist attack has been accompanied by thousands of missiles launched from
Gaza against indiscriminate targets throughout Israel, including residential buildings and reli i igious sites,
leading to more scenes of terror, horror and death across the country; and
WHEREAS, while Hamasi s attack was expressly directed at civilian Israeli targets, many of its rockets
have fallen within Gaza itself, which has resulted in the deaths of many innocent Palestinians and
encouraged further ensuing violence in Gaza; and
WHEREAS'. Hamas is an internationally -recognized terrorist organization, and through the use of huma
shields it is directly resoonsible for the deaths of manv Palestinian civilians since the hostilities began;
a
WHEREAS, Israel., like any other sovereign nation, has the right and the obligation to protect its citizens
against terrorism and attack by hostile foreign powers; now, therefore,
