HomeMy WebLinkAboutReso. 1976-147 - Giving notice of proposed annex to City of uninhabited territory designated "Twin View Annex no. 8" and giving notice of time and place for hearing of protestsRESOLUTION NO. / -/I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING GIVING NOTICE OF PROPOSED ANNEXATION TO THE CITY OF REDDING OF UNINHABITED TERRITORY DESCRIBED HEREIN AND DESIGNATED "TWIN VIEW ANNEX NO. 8" AND GIVING NOTICE OF THE TIME AND PLACE FOR HEARING OF PROTESTS THERETO. follows: BE IT RESOLVED by the City Council of the City of Redding as 1. That, pursuant to the provisions of the Annexation of Uninhabited Territory Act of 1939, a petition signed by owners of more than twenty-five per cent (25%) of the land in the hereinafter described property by area and by assessed value as shown on the last equalized assessment roll of the County of Shasta, was filed with the City Council of the City of Redding on November 10, 1976. 2. That the territory which the petitioners request be annexed to the City of Redding and which said City and its Council propose to annex, is situate in the County of Shasta, State of California, hereby designated "Twin View Annex No. 8" and more particularly described in "Exhibit A" attached hereto and incorporated herein by reference. 3. That the Local Agency Formation Commission of Shasta County, California, did in session duly assembled on Wednesday, October 13, 1976, consider and approve the proposed annexation of said "Twin View Annex No. 8", as above described. 4. That Monday, December 20, 1976, at the hour of 7:30 o'clock P.M. in the Council Chambers in the Police Department and City Council Chambers Building, 1313 Market Street, Redding, Shasta County, California, is hereby fixed as the time and place when and where any person now owning real property within the uninhabited territory above described and proposed to be annexed to the City of -Redding, and having any objections to the proposed annexation, may appear before the Council of the City of Redding, and show cause why such uninhabited territory should not be so annexed to the City of Redding. The protest must be in writing, may be filed at any time prior to the termination of said hearing for objections to the proposed annexation, and shall state the name or names of the owner or owners of -1- � • • property affected and the description and area of such property in general terms. 5. The City Clerk of the City of Redding is hereby authorized and directed to cause a copy of this Resolution to be published twice, but not oftener than once a week, in the Redding Record -Searchlight, a newspaper of general circulation published in said City of Redding, the city to which it is proposed to annex the aforesaid territory, said publication to be complete at least twenty (20) days prior to the date set for hearing. 6. The City Clerk of the City of Redding is further authorized and directed to cause a copy of this resolution to be published twice, but not oftener than once a week, in the Valley Times, a newspaper of general circulation published outside of the City of Redding but in the County of Shasta, in which is located the territory proposed to be annexed, said publication to be complete at least twenty (20) days prior to the date set for the hearing. 7. The said City Clerk is further authorized and directed to cause written notice of such proposed annexation to be mailed to each person to whom land within the territory proposed to be annexed was assessed in the last equalizdd County assessment roll available on the date the above said proceedings were initiated, at the addresses shown on said assessment roll or known to said Clerk, and to any person who has filed his name and address and the designation of the lands in which he has an interest, either legal or equitable, with said Clerk, such notice to be given not less than ten (10) days before the first public hearing on the proposed annexation. 8. The City Clerk is further authorized and directed to cause written notice of such proposed annexation to be mailed to the%Board of Supervisors of Shasta County, since the County of Shasta has a legal interest in certain portions of the territory proposed to be annexed. 9. The City Clerk is directed to cause written notice to be given to such other persons as may be legally entitled thereto, in the manner required by law. FULT N, M.D. Mayor of the City of Redding -3- TWIN VIEW ANNEX NO. 8 • All that portion of Section 19, T.32N., R.4W., M.D.M. described as follows: Commencing at the W. 1/4 corner of Section 19, T.32N., R.4W., M.D.M. marked by a brass disc in concrete as shown on the map recorded May 13, 1976 in Book 8 of Parcel Maps, at page 121, Shasta County Records, said W.1/4 corner being on the City of Redding boundary line; thence along said boundary line N.89006'20"E., 1009.42 feet to a point on the west line of a proposed 60 foot road easement as shown on said Parcel Map said point also being the point of beginning; thence continuing along said City of Redding boundary line N.89006'20"E., 1657.17 feet to the west line of Interstate 5 Freeway; thence alongsaid line S.0012'25"W., 44.14 feet; thence S.29054'24"W., 937.58 feet; thence leaving"said City of Redding boundary line S.53002'58"W., 219.32 feet to the north line of Lake Boulevard East; thence along said line S.73050'37"W., 550.99 feet; thence S.77016'38"W., 570.00 feet to the southwest corner of the parcel conveyed to John H. Windesheim, et al, by deed recorded December 30, 1966 in Book 904 of Official Records at page 23, Shasta County Records; thence along the west line of said parcel northerly 200.00 feet to a point, said point being, N.73016'38"E., 100.00 feet from the centerline of old aban= doned Highway 99; thence N.0041'40"W., to a point which bears southeasterly, as measured at right angles from said centerline 30.00 feet; thence parallel with said centerline, northeasterly to southerly line of Parcel "B" as shown on said Parcel Map; thence N.65047'19"W., 60.00 feet to the southwest cor- ner of said Parcel "B" and to the west line of said proposed 60 foot road easement; thence along said line N.31005'08"E., 95.93 feet; thence along a 480.80 foot radius curve to the left; through an angle of 82037'34" for a distance of 693.36 feet; thence N.51032'26'W., 36.58 feet to the point of beginning.
