A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING URGING A "YES" VOTE ON BALLOT MEASURE B, THE $3 MILLION REVENUE BOND ISSUE TO PROVIDE FUNDS FOR THE IMPROVEMENT OF THE MUNICIPAL SEWAGE SYSTEM. WHEREAS, the Congress of the United States has passed Public Law No. 92-500, stating, in essence, that it is the will of the people that our rivers be made clean, and that, therefore, the quality of sewage discharged into our rivers shall meet established high standards, and that the Federal Government shall provide financial assistance to obtain the established high standards, and WHEREAS, the State of California has enacted similar legislation, providing not only a State contribution to assist in meeting these high standards, but also providing severe penalties for discharge violations, and WHEREAS, it is proposed to construct $18,770,000.00 in improvements to the municipal sewage system, consisting of a regional secondary treatment plant and interceptor sewers leading to it, in order to correct deficiencies in our existing system and meet the new higher discharge requirements, and WHEREAS, the Federal Government will contribute approxi- mately 75% of the total cost, and the State will contribute approxi- mately 12-1/20, and it is the obligation of the local agencies to provide the balance, NOW, THEREFORE, we, the City Council of the City of Redding, urge the citizens of Redding on November 2 to vote "Yes" on Ballot Measure B, authorizing the issuance of $3 million in revenue bonds to provide the local share of the funds necessary to construct these hew facilities so that we may meet these higher standards of discharge for our discharges into the Sacramento River. I HEREBY CERTIFY that the foregoing Resolution was intro- duced and read at an adjourned regular meeting of the City Council air ~ of the City of Redding on the 25th day of October, 1976, and was G -1- duly adopted at said meeting by the following vote: AYES: COUNCILMEN: Anderson, Demsher, Gard, Pugh, and Fulton NOES: COUNCILMEN: None ABSENT: COUNCILMEN: None LEE D.
