RESOLUTION NO.- SFS
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
CONTINUING THE PAID ON CALL FIREMEN PROGRAM IN THE
REDDING CITY FIRE DEPARTMENT.
WHEREAS, the City Manager and the Fire Chief have jointly
recommended that the paid on call firemen program be continued, and
WHEREAS, in the 1976-1977 Budget as approved by this City
Council, the sum of $5,000.00 was appropriated for the purpose of
continuing the paid on call firemen program, and
WHEREAS, the City Council has studied the aforesaid
recommendation and is of the opinion that the continuation of the
program would be a benefit to the City and its citizens, and
WHEREAS, modified standards for the program and procedures
for its operation have been included in the recommendation referred
to hereinabove and such standards and procedures have been attached
hereto as "Exhibit A" and incorporated herein by reference as fully
as though set forth at this point in full, and
WHEREAS, the City Council feels that a maximum force
should be specified at this time, so that there is no risk that
the sum appropriated for this program shall be exceeded,
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 74-87
is hereby rescinded, and that the City Council of the City of
Redding does hereby continue the paid on call firemen program in
accordance with the standards and procedures set forth in "Exhibit
A" attached hereto and incorporated herein.
BE IT FURTHER RESOLVED that the maximum number of firemen
which shall be employed pursuant to this program shall be thirty
in number.
I HEREBY•CERTIFY that the foregoing Resolution was intro-
duced and read at a regular meeting of the City Council of the City
of Redding on the 2nd day of August , 1976, and was duly adopted at
said meeting by the following vote:

FIRE DEPARTMENT
PAID ON CALL FIREMEN PROGRAM
ATTENDANCE: MEETINGS, DRILLS AND FIRES
1. Regular meetings shall be on the first Tuesday of each month,
with no monetary compensation. There will be a dinner, etc.
on meeting nights.
2. Drills shall be conducted bi-monthly on the second and third
Tuesday.. (These days subject to change for holidays, etc.)
3. Drills shall commence at 7:00 P.M. and end at 9:00 P.M. The
Plectron radios will be activated at 6:00 P.M. on these nights.
4. Roll call will be taken between 7:00 P.M. and 7:10 P.M. Any-
one not present for the roll call at this time shall be con-
sidered absent and will not be checked in later without an
excuse determined to be valid by the training officer.
5. Any person not taking an active part in the drills shall not
be considered eligible for compensation for that drill.
Drill master shall keep records of such participation.
6. Suitable clothes for working shall be worn for drills. Each
member will be notified when turnout gear will be needed.
7. Strict attention must be paid to the drill master. Any
activities that detract attention from the drill master will
not be tolerated.
8. All call firemen must attend a minimum of seventeen out of
twenty-four drills annually, in order to retain membership.
Meetings are optional, but should be attended in order to
be well informed concerning Fire Department business.
9. A member must attend at least 60% of all General Alarms.
10. Injuries shall be reported to the instructor or officer in
command at fire, and the appropriate forms shall be filled
out immediately in accordance with the established accident
report procedures.

1. The applications of all new Call firemen shall be approved
in accordance with the City of Redding procedure applicable
to the appointment of personnel.
2. Call firemen must reside within an area which permits a
maximum 10 -minute response time to the nearest City of
Redding fire station in relation to his residence, at speeds
not to exceed the posted speed limits.
3. All new Call firemen shall be at least 18 years of age.
Retirement is mandatory at age 50.
4. Wage rates shall be established by the City Manager.
5. Time for payment shall stop at the fire station for those
loading hose and putting equipment back in service when the
officer in charge determines that the on -shift men can complete
these duties without further extra help.
6. On Call Firemen who live at the fire station will not be
eligible for monetary compensation for still calls. (Bedroom
and linen furnished for this assistance.) Call Firemen who
respond to fires or other calls when the Plectron has not been
activated are not entitled to compensation for such response
unless approved by Fire Chief.
7. Call men shall report to drills and fires with turnout coat
and helmet whenever possible.
8. When reporting to a fire or other emergency call, call men
shall report to the officer in charge and perform such work
as is assigned.
9. If a member is to be unavailable for a period of time in excess
of one month, he must notify the Department in advance.
10. All equipment furnished by the City of Redding shall remain
the property of the City. Each individual shall be responsible
for loss of any equipment, and shall return all assigned equip-
ment to the Fire Department upon termination of employment with
the City.

PAID ON CALL FIREMEN PROGRAM CHECKING IN PROCEDURES
1. At Fires:
At any fire or other emergency response, all department
members will be checked in by the officer in charge or
person designated by him. At the time the officer in
charge declares a fire to be secured or the emergency to
be terminated and all apparatus and equipment are ready
to return to the station, at this time it will be determined
if additional help is required back at the station.
2. At Station:
In the event of a false alarm where all apparatus has left
the scene, personnel will be checked in at fire station #1
or #4 by the officer in charge or person designated by him.
The deadline for checking in shall be fifteen minutes after
the alarm tape is stamped for time in, at the time that the
last truck returns. Under no circumstances will a call fire-
man be credited for a response except by the officer auth-
orized to maintain this record. Hours will be tallied by
the responsible officer and submitted to the Department of
Finance at the end of each pay period. Any disagreements
or apparent discrepancy shall be first discussed with the
officer who was in charge at the time and the final arbitrator
at the department level shall be the Fire Chief.
