A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE PLAN OF CONSTRUCTION OF A ROOFTOP HELIPAD AT
THE REDDING MEDICAL CENTER.
WHEREAS, Redding Medical Center applied for a use permit
under UP -139-84, a copy of which is attached hereto, which
provided for the construction of a hospital addition and emer-
gency rooftop helipad; and
and
WHEREAS, said use permit became effective December 21, 1984;
WHEREAS, prior to use of the said helipad, the State Divi-
sion of Aeronautics requires evidence of City Council approval of
the general plan of construction, pursuant to Public Utilities
Code §21661.5;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Redding, in accordance with Public Utilities Code
§21661.5, hereby approves the plan of construction of the helipad
at Redding Medical Center, pursuant to the terms and conditions
of UP -139-84.
I HEREBY CERTIFY that the foregoing resolution was intro-
duced and read at a regular meeting of the City Council of the
City of Redding on the 16th day of December , 1985, and
was duly adopted at said meeting by the following vote:

A USE PERMIT is hereby granted for the following, subject to compliance with
all provisions of the Redding City Code and subject to the conditions attached:
Permission to construct a three-story, 46,860 -square -foot hospital addition
with an emergency helipad at 1450 Liberty Street and to establish off-site
parking at 1065, 1103, 1115, 1125, and 1135 Butte Street; 1505, 1519, and 1533
East Street; 1124, 1146, 1200, and 1240 Tehama Street; and 1107 Shasta Street,
subject to the following conditions:
1. Development is to be in accordance with the plot plan dated December 11,
1984.
2. Requirements of the Building Official, Uniform Fire Code, and Insurance
Service Organization standards are to be met.
3. Parking is to be improved in accordance with Chapter 18.62 with a minimum
of 380 spaces. Landscaping is to be installed "in all parking areas.
Shade trees are to be provided in all parking lot: planters as per City
Code.
4. Utilities, including electric, telephone, and cable -television, are to be
installed underground.
5. Sewer and water lines are to be constructed as specified by the Public
Works Department.
6. Fire hydrants are to be installed in accordance with the Uniform Fire Code
and current ISO standards.
7. Storm -drain improvements are to be constructed as specified by the Public
Works Department.
8. Thirty-foot radius corner roundings shall be dedicated at the southeast
corner of East and Tehama and the northeast and southeast corners of Butte
and East Street. Twenty -foot radius corner roundings shall be dedicated
at the southwest and southeast corners of Butte and Liberty Streets.

9. Prior to obtaining a building permit, off-site parking shall be provided
to maintain a minimum of 244 parking spaces. Upon occupancy of the new
addition, a minimum of 380 spaces are to be provided.
10. All existing curb cuts not used, as depicted on the approved site plan and
parking -lot plans, will be replaced with vertical curb and sidewalk.
11. A landscaping plan is to be approved by the Planning Director prior to the
issuance of a building permit. Landscaped areas are to be planted with
live vegetation and maintained with an irrigation system.
12. Helicopter approaches and departures shall be limited to an approach from
or to the northeast as depicted on Exhibit "B." The helipad shall be used
for emergency medical service only and shall be approved by FAA.
13. The covered main drop-off is to be signed "entrance only." The driveway
exiting the main entrance is to be signed "exit only." The structure is
to have a minimum setback of five feet.
14. The incinerator and chiller are to be set back a minimum of ten feet from
Tehama Street.
15. Existing damaged curb, gutter, and sidewalk shall be replaced as specified
by the Department of Public Works.
16. The main entrance doors and covered drop-off are to be relocated 15 feet
to the north, as approved by the Planning Department.
17. Parking lots C and D shall be revised to incorporate street corner
roundings. Parking lot A shall be revised to eliminate the one -way -drive
curb cut.
