Recommendation
Accept the Visions and Guiding Principles Framework for the update to the Redding Riverfront
Specific Plan.
Fiscal Impact
There is no impact to the General Fund by approving the Visions and Guiding Principles
Framework.
Alte�native Action
City Council (Council) could choose not to accept the Visions and Guiding Principles
Framework and provide other direction to staff.
Backg�ound/Analysis
At their regularly scheduled meeting on August 15, 2023, the Council accepted a report
regarding the Community Engagement Strategy and formation of a Community Coalitian Group
to advance the effort of the Redding Riverfront Specific Plan update. The August 15, 2023
Council staff report is attached for reference. Additionally, on August 14 and 15, 2023, staff
hosted a Community Open House and Stakeholder Interviews at the Redding Civic Auditorium
to solicit ideas from community members and stakeholders regarding a vision for the future of
the Redding Riverfront. Since that time, staff has compiled the feedback from the Open House
and Stakeholder Interviews and developed a list of emerging key themes in the following areas:
assets, challenges and opportunities, and visions for the future. The Community Coalition Group
met four times throughout October and November, 2023, and using the input and resulting key
themes from the Community Open House discussions, helped staff develop the draft Vision and
Guiding Principles Framework.

The draft Vision and Guiding Principles Framework is attached to this staff report and includes
additional background information of the Community Open House, Stakeholder Interviews, and
Community Coalition meetings. If Council accepts the Vision and Guiding Principles
Framework, staff will proceed with next steps in the Redding Riverfront Specific Plan update
process, which will include additional community engagement such as community discussions,
surveys, and design charrettes, as well as completing the analysis of existing conditions and
launch conceptual development of draft specific plan language.

Background/flnalysis
The City of Redding's (City) consultant, MIG, and staff are developing a Communiry
Involvement Strategy to ensure the Redding Riverfront Specific Plan project is based on robust
and genuine feedback from the entire community, including civic and city leaders, the
indigenous community, property and business owners, current tenants and lease holders, topical
interest organizations (e.g., mobility advocates, environmental groups), tourism and economic
development groups, and residents. A key component of the Community Involvement Strategy
is to form a Community Coalition (Coalition), a group composed of a diverse cross section of
Redding Riverfront stakeholders that wi11 help form a future vision and set of guiding principles
for the area. The Coalition will meet at key points in the project to provide feedback and
direction on key concepts and ideas.
The City Manager and Development Services Director will select the members of the Coalition.
It is envisioned that the Coalition will include 15 members, The following is a representation of
what the membership could be, though the final roster may vary:

Registering Concerns �
When a call to make a decision on an issue is made, a member displaying a sideways thumb

Coalition members who feel they are incapable of adequately understanding or participating in �

In April 2�23, �he Redding City Caur�cil began a community-led
process to update the Reddir�g Riverfror�t Specific Plan, The
p�rpose ofi this project is to r i tr c c it t
t riv r by creating a long-term vision far the 380 acres of
public and private land and water alang the Sacramento River.
The Specific Plan document, which will be developed based
on significant community engagemer�t and discussion, will
ultimately establish goals, palicies, and development standards
to guide public �r�d private developmer�t, land stewardship ar�d
canservation, roadway ar�d in�rastructure projects, �nd ather
activities within the study area. It will also incl�de a series of
implementation strategies neeessary to transfiorm the cammunity
