Recommendation Adopt Resolution, effective J�anuary 21, 2024, creating a new classification titled Public Works Manage�-Financial and amending the Executive Management Pay-for-Performance Salary Plan to add the new classification. Fiscal Impact There wi11 be no immediate fiscal impact for revising the salary schedule to add the newly created classifieation. Alte�native Action City Council could decline to approve the resolution, and provide staff with alternative direction, Not approving the new classification may further limit the City's ability to accurately identify, evaluate and recommend various financial strategies based on short, intermediate and long-term economic and financial trends or forecasts. Backg�ound/Analysis The requested classification "Public Works Manager — Financial" would report directly to the Publie Works Director and provide departmental support in the areas of utility rate struetures, various development impact fees, budget preparation and monitoring as well long-term financial planning in alignment with various Public Works and City of Redding guidance documents such as the Capital Improvement Plan, General Plan, Downtown Specific Plan, specific utility master plans, etc. The classifieation is needed to provide the Public Works department with executive management level support in the identification, evaluation, and recommendation of financial strategies to support department goals. EXAMPLES OF DUTIES: NOTE: The following are the duties performed by employees in this classification. However, employees may perform other associated duties. Duties listed are not necessarily performed by each individual in the classification. l. Rate analysis: Develop and implement Public Works utility rate structures, ensuring rates are adequate to generate required revenue, are equitable across customer classes, and are competitive in the market place. Develop documentation for presenting rate design alternatives to the City Council and the general public. Measures: The design of a general rate structure that assures sufficient revenue for successful operation of Public Works utilities (solid waste, water and wastewater). Development of timely incentive rates and other programs that promote the City as a commerce center while helping keep the Department in good financial health with sufficient resources to meet all customers' utility needs and regulatory requirements. 2. Develop utility usage forecasts for resource, rate, and financial planning purposes. Measures: Consistent,reasonably accurate forecasts that help keep the Department in good financial health with sufficient resources to meet the customer's Public Works utility needs. 3. Identify, evaluate and recommend various financial strategies for funding all departmental functions including Redding's participation in joint-action agencies. Measures: Recommendation of appropriate internal and strategic financial s�rategies. 4. Forecast short, intermediate, and long-term economic and financial trends pertaining to Public Works; prepare and present options for strategic planning and for management decision making; prepare and present graphical presentations of forecast and planning results for Public Works. Measures: Accuracy of forecasts and achievement of desired results based upon. recommended option; clear and concise presentations. 5. Depart7nent Budget Officer: Prepare annual Public Works operating budget and provide continuous monitoring of revenues, expenses, schedules and performance. Deve]op and present financial status reports for the Public Works Director and other Departmental Managers.Maintain continuous communications with the Department of Finance and other Departments as required. Review Finance Departments' methodologies and findings and work collaboratively to reconcile discrepancies between Public Works, Finance and other department's records. Measures: Maintenance of a maximum level of consistency among department's methodologies. Nlaintenance of Public Works budget within Council's adopted limits. 6. Operational Risk Management: Develop and maintain operational risk management processes,procedures and key performance indicators.This includes establishing standards for risk identification, assessment, and communications. Measures: Active participation in Risk committees. Operational risks are monitored, and appropriate mitigation efforts are recommended. 7. Current Economic Analysis: Monitor the current economic environment and anticipate future trends to position the Department to take advantage of favorable opportunities and ensure that revenues will be sufficient to support swings in operating expenses and potential future debt service. Measures: Develop and recommend financial strategies that maximize the Department's financial health and minimize debt service costs while also meeting required debt service coverage ratios and other bond and financial covenants. 8. Evaluate the economics and cost effectiveness of potential new technologies considered and/or to be ilnplemented at Public Works facilities and assess the offsetting economic impact of energy-conservation measures. Measures: Acceptance of Financial Manager's evaluations and recammendations by the Publie Works Director. 9. Monitor legislative and tax law changes that impact financial management of the Department; make appropriate recommendations to Public Works Director and other Department Managers. Measures: Legislative and tax law changes are monitored, and appropriate recommendations for action or intervention are made. 10. Supervise, direct, lead and assign work assignments to subordinate staff. Measures: Work is accomplished with emphasis on team work and collaboration. ll. Perform other associated duties as assigned. QUALIFICATIONS: Knowledge of: Management, finance, and administration of Public Works including, but not limited to, utilities (solid waste, water and wastewater), development impact fees, capital delivery, etc.; external agency financial regulations that apply to Public Works activities(specifically Public Works), and administrative operations; professional competency in economic and financial forecasting; extensive knowledge of Public Works utility rate and developinent fee philosophy and design, financing, and financial regulatory processes; and the ability to work independently. 1Vlust have superior skills in the development and application of PC-based financial models and spread sheets. Abilit�: Interact effectively with the public, City Council, City management and employees; conduct research, make complex calculations quickly and accurately, make accurate economic and financial forecasts; make clear and concise presentations on complex issues to a wide range of audiences; work closely with and provide policy recommendations to Director of Public Works and Department Managers; maintain effective work relationships with various internal and external groups and individuals; lead by example to enhance efficiency,productivity, and service to the eustomer; handle sensitive and confidential information appropriately; communicate effectively orally and in writing; manage financial matters as they relate to the Department's issues; support and cooperate with other divisions and departments in the City; and select, supervise, train, and evaluate direct staff. Education: Any combination of training and experience that provides the reauired knowledge, skills, and abilities is qualifying; typical education would include a degree from an accredited college or university in Economics, Finance, Business, or related fields. An MBA or advanced certification, i.e., CPA/CMA/CFA is desired.
