Fiscal Impact The purchase of transformers was included in Redding Electric Utility's (REU) General System Improvements Fiscal Year 2023-25 Biennial Budget, and the Overhead/Underground Infrastrueture Replacement Project for the Electric Utility Line Construction Services. In the five-year plan presented to City Council, REU anticipated these projects may be bond-funded. If capital expenses related to these efforts are projected to exceed the approved budget, staff will return with additional recommendations related to budgetary adjustments and financing options. Alternative Action The City Council (Council} could choose to not award to Hyundai, and provide alternative direction to staff. Background/flnalysis REU staff has been managing procurement options of distribution transformers during an ongoing nationwide supply chain shortage. Staff efforts to secure transformers through the conventional bidding process have been met with two- to three-year lead times, significantly delaying our ability to address the current shortage. Additionally, the City of Redding (City) is experiencing increased development and electric vehicle charger installation requests, further straining the current inventory of distribution transformers. Part of the current strategy for diversifying the supply chain of transformers is to open up bids to non-domestic manufacturers. Non-domestic manufacturers have been used more and more in supplementing transformer inventories among various small and large utilities as they have reduced lead times compared to domestic manufacturers. Report to Redding City Council January 12,2024 Re: 4.5(b)--Award of Bid Schedule 5427-Padmount Distribution Transformers Page 2 On November 10, 2023, the City publicly posted Bid Schedule 5427 for Furnishing Padmount Distribution Transformers. This is a one-time bid for the purchase of single-phase and three- phase, pad-type transformers. These single-phase and three-phase, pad-type distribution. transformers are required to support residential and commercial development and provide emergency replacement of the existing three-phase, pad-type distribution transformers that are presently in service. On Friday, December 1, 2023, five bids were opened for the subject bid. In the evaluation process, staff analyzed the bids based on bid price, compliance with technical specifications, a maximum lead time of 40 weeks, and reference checks. Of the five bids submitted, only Hyundai passed a11 the reference checks, was within the 40-week lead time, and also met the specifications required from REU. Environmental Review This is not a project defined under California Environmental Quality Act, and no further action is required.
