The actual construction of the project was previously reviewed for CEQA compliance; and (3) Find that adopting a completion resolution is exempt under the National Environmental Policy Act under Title 24 CFR 58.34(a)(3). Fiscal Impact There is no fiscal impact related to this report. Alternative Action The City Council (Council) could choose not to adopt the resolution acknowledging that the project is complete. Under this alternative, �he City of Redding (City)would not be following the Community Development B1ock Grant — Disaster Recovery Multi-Family Housing Program (CDBG-DR MHP) grant requirements and the ramifications of not providing the requested resolution are unknown. Report to Redding City Council January 12,2024 Re: 4.2(c)--Resolution - Completion of Kennett Court SeniorApartments Page 2 Background/Analysis As a result of the wildfires that affected California in 2018, a Presidentially-Declared Disaster was assigned to five counties, including Shasta County for the Carr Fire. In recognition of the unmet recovery needs, the U.S. Department of Housing and Urban Development allocated Community Development B1ock Grant — Disaster Recovery (CDBG-DR) Program funds to the State of California Housing and Community Development Department (F�CD). HCD is the agency responsible for administering the CDBG-DR funds and approving any resulting multi- family proj ects. HCD undertook an extensive needs assessment to determine the specific priorities of the affected counties with significant community outreach and analysis that resulted in four CDBG-DR Program categories: housing, infrastructure, economic revitalization, and planning. The majority of funds are allocated to the unmet rental housing needs in affected counties. To meet the unmet rental housing needs, HCD created the CDBG-DR MHP. The City was allocated $16,660,145 in CDBG-DR MHP funds to support the development of income-eligible multifamily projects. Kennett Court Senior Apartments consists of 40 income-eligible apartment units for seniors, with one manager's unit, and is located at 1185 Lake Boulevard. On March 15, 2022, the Council approved a $1,000,000 loan of CDBG-DR MHP funds to assist Kennett Court Senior Apartments, LP, to develop and construct the project. The project was completed on November 13, 2023, and is soon to be fully occupied. CDBG-DR MHP regulations require that once the funded project is completed, the local jurisdiction inust adopt a resolution that acknowledges it is satisfactorily completed. Environmental Review Adopting a completion resolution is not considered a project under the California Environmental Quality Act (CEQA). The actual construction of the project was previously reviewed for CEQA compliance. Under the National Environmental Policy Act (NEPA), administrative and management activities such as adopting a resolution are considered exempt activities and no further action is required. The actual construction project was reviewed for NEPA requirements befare the project started. Council P�^io�ity/City ManageN Goals • This agenda item is a routine operational item.
