SUBJECT: 4.11(f)--Award Bid Schedule No. 5424 Street Striping and Pavement Marking
Services Contract
Recommendation
Authorize the following actions relative to Bid Schedule No. 5424, Street Striping and Pavement
Nlarking Services Contract:
(1) Award to Specialized Pavement Marking, LLC, in the amount of$244,050;
(2) Find that the action is categorically exempt from review under the California
Environmental Quality Act Guidelines, pursuant to Section 15301 — Existing Facilities;
and
(3) Authorize the Purchasing Officer to extend the contract, if mutually agreeable, with all
prices, terms, and conditions remaining the same, for two additional one-year periods.
Fiscal Impact
Sufficient streets maintenance funds have been budgeted for Fiscal Year 2023-24 to pay for this
contract.
Alternatzve Action
The City Council (Council} may choose not to award the bid for the Streets Striping and
Pavement Services Contract and direct Streets Division maintenance crews to continue
repairing/refreshing striping and pavement markings when workload allows.
Background/Analysis
The City of Redding (City) has faded, worn or missing pavement striping and markings in
various locations in the community, particularly on heavily traveled or older roadways. The
Streets Division crews repair/refresh highly prioritized sections as time allows but cannot
manage the workload with current staffing. Other defect locations brought to the City's attention
or identified by Streets staff are consolidated into various public works capital roadway projects
and put out to public bid as time,budget and relative location allows.

The Streets department has issued an annual contract for pavement striping and markings
continuously for approximately the last 15 years consecutively. Due to rising costs of labor and
material, this is the first year that the contract amount has exceeded $200,000 and thus requiring
Council award. The proposed term of the contract is for one year with an option to renew for two
additional one-year periods, if mutually agreeable.
Attached is the Bid Tabulation for bids received December 1, 2023. The City solicited five bid
opportunity's to potential vendors along with distributing to three north state builders'
exchanges, in addition to posting the bid on the City's website and advertising in the Record
Searchlight. The sole and low bid in the amount of $244,050 was received from Specialized
Pavement Marking, LLC of Tualatin, Oregon. The engineer's estimate was $150,000.
Environmental Review
Staff has determined that the project qualifies as categorically exempt from environmental
review under the California Environmental Quality Act Guidelines, pursuant to Section 15301 -
Existing Facilities. Class 1 exemptions include operation, repair, maintenance, permitting,
leasing, licensing, or minor alteration of existing facilities, structures, or topographical features
involving negligible or no expansion of use. The pavement striping and marking services will be
conducted within the existing right of way and wi11 support Streets effort to maintain and replace
pavement striping for public safety. The work will occur in previously paved areas and wi11
result in no expansion of use. The project has no potential to have a significant effect on the
environment.
