Fiscal Impact This project was funded by multiple sources including Community Development Block Crrant (CDBG) funds in the amount of $75,000, Water Utility funds in the amount of $25,000, and Streets Division funds in the amount of $260,000, for specific items of work within each division's responsibility, for Fiscal Year 2022-23. The total project cost, including surveying, design, bidding, construction, field engineering, inspection, and contract administration, is $330,606.46. Alternative Action The City Council (Council} may choose not to accept the project as satisfactorily complete, and advise staff on how to proceed. Backg�ound/Analysis As of October 2, 2023, �ner Excavating, Inc., successfully completed all items of work on the ADA Curb Ram�p 2023 Project within the contract time frame. Subsequently, the Public Works Department filed a notice of completion with Shasta County thereby commencing the project's one-year warranty period (expires October 2, 2024). Report to Redding City Council January 12,2024 Re: 4.12(c)--ProjectAcceptance, Bid Schedule No. 5362,Job No.2698,ADA Curb Ramps Project 2023 Page 2 At its meeting of J�une 6, 2023, the Council awarded a construction contract to Axner Excavating, Inc. for $220,531 and approved a $30,000 construction contingency fund. Also authorized was $50,000 for contract administration and construction inspection fees and $40,000 for project development costs, and the City Manager was authorized to approve additional increases in either the construction management or construction contingency amounts up to a total of $15,000, for a total authorized amount of $355,531. Project development costs include engineering, environmental, and consultant services. During construction, it was discovered that significant changes were required at various locations in order to meet ADA requirements which resulted in the transfer of City Manager Funds in the amount of $15,000 into the construction. contingency. There was one change order in the amount of $40,075.46, leaving a balance of $4,924.54 in the contingency fund. The fnal project cost was $330,606.46. The project also provided for the replacement of two fire hydrants impacting pedestrian accessible routes. Environmental Review This action is not a project as defined by the California Environmental Quality Act (CEQA) or the National Environmental Policy Act (NEPA). On June 6, 2023, Council determined that the ADA Curb Ramp Projeet 2023 is categarically exempt from review under the CEQA Guidelines, pursuant to Section 15301 (Existing Faeilities), and categorically excluded from review under NEPA, purs�uant to 24 CFR Part 58.35(a), but converted to exempt status (24 CFR Part 58.34(a)(21)).
