SUBJECT: 4.11(a) --Award Bid Schedule No. 5414 for Various Chemicals
Recommendation
Authorize the following actions relative to Bid Schedule No. 5414 for furnishing various
chemicals:
(1) Award contracts to Helix Labs, Wintersun Chemical, Thatcher Chemical, and Univar
USA, Inc., for a total annual evaluated cost of $339,965.50 through December 31, 2024,
not inclusive of sales tax, mill fees, or shipping;
(2) Authorize staff to purchase various chemicals from each of the suppliers depending on
market availability or delays in product delivery; and
(3) Authorize the Purchasing Officer to approve quarterly rate changes and manufacturer
price increases.
Fiscal Impact
Sufficient funds for these various chemicals are available in each of the respective department
budgets - Public Works, Redding Electric Utility and Community Services.
Alternative Action
The City Council may choose not to award the bids. Without these chemicals, the wastewater
treatment plants, Redding Power Plant, and the Redding Aquatic Center would not be able to
operate or meet the State Water Resources Control Board's regulatory requirements.
Background/Analysis
On October 26, 2023, the Purchasing Division solicited Bid No. 5414 for various chemicals. In
total, four bids were received that included: Helix Labs, Univar USA, Inc., Wintersun Chemical
and Thatcher Chemical Company. Each bid was found to be responsive, with the lowest
responsive bidder for the specified chemicals being summarized in the attached bid tab. The total
annual evaluated cost does not include freight charges.

The chemicals are used for various water treatment processes at the respective facilities. They
are necessary to balance pH levels, chlorinate and disinfect water, and clean equipment. The
Redding Aquatic Center uses these chemicals for the swimming pools, the Redding Power Plant
for gas turbine exhaust and cooling tower water, and the wastewater plants for several water
treatment processes.
Environmental Review
This activity is not a project as defined by the California Environmental. Quality Act, and no
further action is required.
Council Priority/City Manager Goals
• This agenda item is a routine operational item.
