HomeMy WebLinkAboutReso 82-157 - Establishing a New Employee Classification Schedule and Salary Plan for Fiscal Year 1982-83 for Employees Other Than Those Covered by a Memorandum of Understanding • RESOLUTION NO. ,r__"75/ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ESTABLISHING A NEW EMPLOYEE CLASSIFICATION SCHEDULE AND SALARY PLAN FOR FISCAL YEAR 1982-83 FOR EMPLOYEES OTHER THAN THOSE COVERED BY A MEMORANDUM OF UNDERSTANDING . WHEREAS , the City Council has studied the current Employee Classification Schedule and Salary Plan for employees other than those covered by a Memorandum of Understanding, and WHEREAS, staff has recommended amendments to City policies pertaining to employee classifications and salaries as indicated in Exhibit "A" attached hereto and made a part hereof, and WHEREAS, the City Council deems it in the best interests of the City to adopt a new Employee Classification Schedule and Salary Plan and a new Schedule of Salaries for Officers and Exempt Employees as shown in Exhibit "A" at this time , NOW, THEREFORE , BE IT RESOLVED by the City Council of the City of Redding as follows : 1 . Resolutions previously adopted which are in conflict with this Resolution are hereby rescinded and shall be of no further force and effect from and including July 7 , 1982 . 2 . Parts 1) and 2) of the staff report included in the aforesaid Exhibit "A" , attached hereto, are approved as the City ' s policy for those employees set forth in Parts 1) and 2) of Exhibit "A" and shall be deemed effective July 7 , 1982 . a 3 . Parts 3) and 4 ) of the staff report included in the 1- 411 aforesaid Exhibit "A" , attached hereto, are approved as the City ' s policy for Fire and Police Management employees and shall be deemed effective September 8 , 1982 . 4 . The Employee Classification Schedule and Salary Plan and the Schedule of Salaries for Officers and Exempt Employees included in the aforesaid Exhibit "A" , attached hereto , are approved as the City ' s policy and shall be deemed effective July 7 , 1982 . For example, the upper end of the salary scale would receive no increase and the lower end of the schedule would receive 3. 1%. It is recommended that these salaries be effective July 7, 1982 pursuant to Resolution Number 82-95 adopted by City Council on July 6, 1982. Exceptions to this tapering structure are as follows: First, the electrical engineering series is being adjusted based upon a market survey. These salary adjustments range from the Assistant Electrical Engineer up to and including the Director of the Electric Department. Second, due to past salary adjustments , the salaries for Fire Training Officer and Deputy Fire Marshal resulted in lower wages than positions within the Fire bargaining unit. The recommended salary adjustment would place these classifications 2 % above the salary level of Fire Captain. Third, we are recommending the title of Convention and Visitors Bureau Director at an annual salary of $31 ,905 which represents a change from the present title of Convention Promoter at an annual salary of $29,136 and is recommended. The final two exceptions are for the Personnel Officer, where a recommendation is made to increase the ahnual salary from $30,015 to $33 ,500 due to the level of responsibilities of the position; and second, the salary of the City Attorney where due to the level of responsibility of the position, a recommendation is made to increase the annual salary from $46,515 to $48 ,500 . 2) It is recommended that the salary plan for unrepresented City of Redding employees be adjusted by 3. 1% to be effective July 7, 1982. 3) It is recommended that Fire management employees be granted an additional • City Manager • III Re: Salary Plan for Fiscal Year 1982-83 , August 30, 1982 Page Two 3% Public Employees ' Retirement System contribution paralleling the Fire Union's recently ratified contract. It is recommended that this benefit become effective on September 8, 1982. 4) It is recommended that Police management employees be granted a 3.1% increase to go into a second trust account used specifically for the purpose of financing improvements in the retirement system. This is recommended for the purpose of paralleling the Police Association 's recently ratified contract. It is recommended that this benefit be effective September 8, 1982. It is therefore recommended that these salary adjustments be approved as it is believed they are equitable to all groups of City employees . Respectfully submitted, James G.
