A RESOLUTION OF THE CITY COUNCIL 'OF THE , CITY";, OF REDDING
CONSENTING TO COMMENCEMENT OF,: ANNEXATION PROCEEDINGS AND
APPLYING TO LAFCO FOR APPROVAL OF THE ANNEXATION TO THE CITY
OF REDDING OF INHABITED TERRITORY..DESIGNATED "CITY OF
REDDING ANNEXATION NO. 80-5-Y`(WESTWOOD' MANOR AREA), AND
RESCINDING PREVIOUS RESOLUTION NO. 82-172.
BE IT RESOLVED by the City Council of the City of Redding as
follows:
1. That, pursuant to the provisions of the Municipal
Organization Act.of 1977, a petition for annexation signed by the
owners of more than five percent (5%) of the land in the herein-
after described territory, by area and by assessed value as shown
on the last equalized assessment roll of the County of Shasta,
was filed with the City Council of the City of Redding on October
14, 1982.
2. That the territory which the petitioners request be
annexed to the City of Redding and which said City and its
Council,propose to annex is inhabited territory situate in the
County of Shasta, State of California, designated "City of
Redding Annexation No. 80-5 (Westwood Manor area), and more
particularly described in Exhibit "A" and depicted on Exhibit "B"
attached hereto and incorporated herein.by reference.
3. That the reason for the proposed annexation is the
advantage to property owners within this territory of the avail-
ability of City services such as electric power, sewer 'services
and fire and police protection.
4. That the City Council hereby requests that the Local
Agency Formation Commission of Shasta County commence proceedings
for the annexation to the City of Redding of the territory
designated "City of Redding Annexation No. 80-5", pursuant to the
Municipal Organization Act of 1977.
5. That a plan for providing services within the affected
territory is set forth in Exhibit "C" attached hereto and incor-
porated herein by reference as required by Government Code
§35.102.
6. That the City Clerk is authorized and directed to file
a certified copy of this Resolution, along with appropriate fees,
with the Executive Officer of the Local Agency Formation Commis-
sion of Shasta County.
BE IT FURTHER RESOLVED that Resolution No. 82-172,
previously adopted, pertaining to commencement of annexation
proceedings is hereby rescinded.

Beginning at the northeast corner of Westwood Manor Subdivision as shown
on the map recorded March 28, 1957, in Book 9 of Maps, at page 37, Shasta
County Records; thence along the north line of said subdivision and along the
City of Redding boundary line West, 1624.77 feet to the easterly line of the
A. C. I. D. Canal; thence along said line and leaving said City of Redding
boundary line, S. 17°30' E., 364.00 feet; thence along a 1450 -foot -radius
curve to the right, for a distance of 157.89 feet; thence S. 8°45'50" E.,
126.48 feet; thence S. 3°23'30" E., 145.25 feet; thence S. 0°40' W., 60.00
feet; thence S. 5°20'20" 41., 145.38 feet; thence S. 9° W., 111.25 feet; thence
S. 12° W., 450.00 feet; thence along a 600.00 -foot -radius curve to the right,

Upon annexation, the fol 1 ot,�H ng services will be available to the subject area:
solid -waste collection, police protection, fire protection, and maintenance of
public streets on the County road log in the state they now exist, and new
public streets.constructed to City of Redding standards. These services will
be provided in, the same runner in which they are provided to all parcels
within the City of Redding.
Existing electric -utility services will be acquired from the Pacific Gas and
Electric Company by the City; however, City electric service will not be pro-
vided until such time as the facilities are acquired. Electrical facilities
for new construction would be as per City policy for new devel opimen t.
Pdew development in the area would occur in a manner consistent with the
Redding General Plan or applicable area or specific plans and in accordance
with City policies and standards for new developrent.
As -part of and in conjunction with the annexation, property o,,ners in the area
would form an assessment district to acquire the Pinal Water Company and
transfer the ownership of the Company to the City of Redding. Only upon the
completion of this chance of o:•mership would the City annex the described
area. After the water system is transferred to the City, the City would be
the water service agency for the area in accordance with the Codeof the City
of Redding.
