A RESOLUTION OF THE CITY COUNCIL.OF THE CITY OF REDDING
CONSENTING TO COMMENCEMENT OF ANNEXATION PROCEEDINGS AND
APPLYING. TO LAFCO FOR APPROVAL OF THE ANNEXATION TO THE
CITY OF REDDING OF INHABITED TERRITORY DESIGNATED CITY
OF REDDING ANNEXATION NO. 80-18 (AIRPORT AND RANCHO ROADS
AREA), AND RESCINDING PREVIOUS RESOLUTION NO. 81-83.
BE IT RESOLVED by the City Council of the City of Redding as
follows:
1. That, pursuant to the provisions of the Municipal Organ-
ization Act of 1977, a petition for annexation, signed by owners
of more than five percent (58) of the land in the hereinafter
described territory, by area and by assessed value as shown on
the last equalized assessment roll'of the County of -Shasta, was
filed with the City Council of the City of Redding on December 1,
1980.
2. That the territory which the petitioners request be
annexed to the City of Redding and which said City and its Council
propose to annex, is inhabited territory situate in the County of
Shasta, State of California, designated "City of Redding Annexa-
tion No. 80-18 (Airport and Rancho Roads area), and more particu-
larly described in Exhibit "A" and depicted on Exhibit "B" attached
hereto and incorporated herein.by reference..
3. That the reason for the proposed annexation is the advan-
tage to property owners within this territory of the availability

of City services such as electric,power, water and sewer service
and fire and police protection.'

4. That the City Council hereby requests that the Local
Agency Formation Commission of Shasta County commence proceedings
for the annexation to the City of.Redding1of the territory desig-
nated "City of Redding Annexation No. 80-18", pursuant to the
Municipal Organization Act of 1977.
5. That a plan for providing services within the affected
territory is set forth in Exhibit "C" attached hereto and incor-
porated herein by -reference, as -required by Government Code
r.
Section 35102.
6. That the City Clerkis authorized and directed to file a
certified copy of this Resolution, along with appropriate fees,
with the Executive Officer of'the Local Agency Formation Commis-
sion of Shasta County.
BE IT FURTHER RESOLVED that Resolution No. 81-83, previously
adopted, pertaining to commencement of annexation proceedings
is hereby rescinded.
I HEREBY CERTIFY that the foregoing Resolution was introduced
and read at a regular meeting of the City Council of the City of
Redding on the 16th day of August , 1982, and was duly
adopted at said meeting by the following vote:

EXHIBIT "C"
PLAN FOR PROVIDING SERVICES AS REQUESTED BY
SECTION 35102 OF THE GOVERNMENT CODE
ANNEXATION NO. 80-18
Upon annexation, the following services will be available to the subject area:
solid -waste collection, police protection, fire protection, and maintenance of
public streets on the County road log in the state they now exist, and new
public streets constructed to City of Redding standards. These services will
be provided in the same manner in which they are provided to all parcels
within the City of Redding.- .
Existing electric -utility services will be acquired from the Pacific Gas and
Electric Company by the City; however, City electric service will not be pro-
vided until such time as the facilities are acquired. Electrical facilities
for new construction would be as per City policy for new development.
It is not anticipated that sewer service will be extended outside the estab-
lished sewer -service -area boundary of the Redding Regional Wastewater Treatment
Plant, except within the area of the Clover Creek Sewer Assessment District
upon the formation of said district by the property owners within the district..
Areas outside the Clover Creek Sewer Assessment District will not receive
sanitary sewer service until such time as a new sewage treatment plant is con-
structed to serve the area or an existing sewage treatment plant is expanded
for the purpose of serving the area, with both the method of financing of
either alternative and when such construction or expansion would occur unknown.
Domestic water would be provided in the area either by developers or by the
formation of assessment districts for the construction of wells, trunk lines,
lateral lines, and fire -flow -storage reservoirs and the payment of applicable
fees.
New development in the area would occur in a manner consistent with the Redding
General Plan or applicable area or specific plans and in accordance with City
policies and standards for new development.
